About this file

Addendum No. 5 for Invitation to Bid (ITB) No. 2026-1894 is issued by the City of East Point Contracts and Procurement Department for the Winburn Dr Water Main Replacement Services in East Point, Georgia. The addendum provides clarifications and answers to potential bidders' questions regarding the project, which involves water main replacement along Winburn Drive. The document addresses various technical specifications, including service line installation methods, asphalt requirements, curb replacement, and project timeline constraints. The project has a substantial completion timeline of 90 days, with work hours currently limited to Monday through Friday, 9:00 am to 5:00 pm, though the city is considering modifying construction hours to allow weekend operations.

The addendum includes critical details about project execution, such as confirming that existing waterlines will be abandoned in place by cut and plug, tracer wire is not required, and no DBE participation goals exist. The city will not require an NOI or NPDES monitoring since the project is less than an acre. Asphalt will be paid on a unit price basis, and bidders are advised that traffic-rated road plates are allowed on the project. The bid bond can be submitted online as supplied by the surety company, and there is no maximum percentage cap on General Conditions or Traffic Control bid items. The city will assist in identifying a project storage area and will be responsible for ensuring vehicles are moved prior to construction.

I. The following written question(s) and/or requests for clarification were received by the Contracts and Procurement Department prior to the deadline submission of questions and are hereby provided and answered below.

Q1 When submitting the bid on the portal, it only shows where we upload a W-9 and Certificate of Insurance. Where do we need to upload the other required documents that have signatures:

Exhibit “D” References (3 Sheets), Exhibit “E” Non-Collusion Affidavit, Exhibit “G” E-Verify Contractor Affidavit, Exhibit “H” Contractor S.A.V.E. Affidavit, Exhibit “K” 10% Bid Bond A1. For further assistance, please contact BidNet Customer service for further assistance 800- 835-4603 or email support@bidnet.com.

Q2 Can you pls clarify whether it's just the perpendicular road cuts for the fire hydrants, connecting to water mains on side streets and open-cut services which need concrete caps, or is it projected to also do the new longitudinal water main. 2. Should the longitudinal trenching (water main) not require a concrete cap, will the asphalt requirement be full depth (3.5" - 4.0"), rather than just 2" thick? In the event of the road being milled & re-asphalted at a later date, full depth might be a better option. 3. Are existing fire hydrant gate valves to be replaced? 4. Are existing road intersection gate valves to be replaced? 5. Will the City designate a project storage area? 6. Due to the area's noise ordinance (no weekend work) and Substantial Completion being 90 days, there are only 64 days to do the entire project. Given the scope of work, it shall be extremely difficult to have the project properly & safely concluded within that time. On the assumption of the Contractor being on the project every workable day, is the City flexible enough to accept what could be a substantial time extension without the Contractor incurring fines? 7. What depth of compacted GAB should mailto:Purchasing@EastPointCity.org http://www.eastpointcity.org/ mailto:support@bidnet.com.t

Are traffic rated road plates allowed for open-cut areas until backfill & resurfacing is completed?

A2.

1. Concrete trench caps will not be required. Please use the revised detail 5B on sheet C-702.

Q3 Please confirm that the service lines can be bored as opposed to open cut across the roadway.

A3. Service lines may be bored if site conditions allow placement of equipment to achieve adequate depth and as long as utility conflicts do not interfere with bore.

Q4 If the service lines can be bored instead of open cut, this will significantly reduce the quantity of asphalt currently in the bid. Will the asphalt bid quantities be revised?

A4 Asphalt will be paid on a unit price basis using the unit price provided in the bid and the area of asphalt installed. The quantities will not be changed on the bid form. If the contractor plans to bore the service lines, resulting in less asphalt installed, please price this line item according to the contractor’s estimated quantity.

Q5 There are two different trench details on sheet C-702 for concrete trench cap and asphalt with GAB. Please confirm which locations these will be used at. Also please confirm the thickness of the GAB in the asphalt trench detail.

A5 Please use the revised detail 5B on sheet C-702. All trenches should be backfilled according to this detail.

Q6 Many cars are parked along Winburn Drive and would be in conflict of our work. Please confirm the City of East Point will handle all communication with homeowners to have vehicles moved prior to construction.

A6 Contractor will be responsible for providing minimum 72 hours advance notice to owners and residents regarding construction activities that will severely impact owner and resident normal operations. City will be responsible for ensuring vehicles are removed prior to construction.
