About this opportunity

San Bernardino County Service Area 70F is requesting sealed bids for a Wildland Firefighting Helitanker Station construction project on a rebid basis, with bids due September 3, 2026 at 2:30 p.m. and technical questions due August 25, 2026. Bidders must be licensed California Class A contractors and must demonstrate at least three completed projects of similar size and scope within the last five years to be deemed responsive. This is a prevailing wage project subject to California Department of Industrial Relations requirements, including certified payroll compliance, apprenticeship ratios of 1:5 journeyman-to-apprentice, and contractor registration with DIR before contract award.

The scope comprises eight base line items: water service connections and backflow prevention; a permanent 3,000–5,000-gallon open-top aerial refilling cistern system with solar backup power and 6–10 minute automated refill capability; approximately 800 linear feet of perimeter chain-link fencing with double-gate entrance; a dechlorination system treating 175–250 GPM; electrical service and shore power connections; a solar-powered LED wind identification system conforming to FAA standards; service line trenching and roadway restoration; and a $40,000 lump-sum allowance for unforeseen utility conflicts. An optional concrete foundation additive is available. The cistern must be engineered to withstand sustained winds exceeding 65 MPH, feature a snag-free design compatible with Bambi-bucket and snorkel hose operations, and include NSF/ANSI Standard 61-certified interior coating and RF remote water-level controls. All work requires shop drawing submittals for tank, manifold, valves, and connections. The project location is Glen Helen Regional Park in San Bernardino (APN 03-491-9122).

The contract term is 180 calendar days from Notice to Proceed. Liquidated damages are $1,800 per calendar day for non-completion within contract time. A 10 percent bid bond, certified check, or cashier's check must accompany each bid. Performance and Payment Bonds, each equal to 100 percent of the successful bid, are due prior to contract execution. Insurance requirements include workers' compensation, commercial general liability at $1,000,000 combined single limit, automobile liability at $1,000,000 per occurrence, and builder's risk property insurance. Payment shall not exceed 95 percent of the Contract Sum until Final Completion and is made no more frequently than every 30 days. Bids remain valid for 60 calendar days after opening. Bidders must register with the County Electronic Procurement Network (ePro) by the bid opening date. CARB In-Use Off-Road Diesel Fueled Fleet compliance certification or exemption statement is required. The award will be made to the lowest responsive, responsible bidder based on the base bid total.
