About this file
This Addendum No. 2 to the Wildland Firefighting Helitanker Station rebid project is issued by the San Bernardino County Department of Public Works Special Districts for Project No. 1378.0185, effective September 1, 2026. The addendum amends bidding requirements, contract documents, general conditions, special conditions, and technical specifications for the construction of a helitanker refueling station at Glen Helen Regional Park. Key amendments include revised tank capacity requirements from 3,000–5,000 gallons to 3,000–8,000 gallons, correction of the hot-tap specification from 12-inch AC pipe to 10-inch Class 150 PVC pipe, and provision of pump test data from the San Bernardino CSA 70 Glen Helen Water System. The document includes comprehensive hydraulic test reports dated June 26, 2026, for Wells #1A, #3, #4, #5, and #6, with reference reports from July 11, 2025, for Wells #3 and #5, detailing pump discharge pressures, flow rates in gallons per minute, total pumping heads, and overall plant efficiency percentages. Additionally, the addendum provides clarification through a questions-and-answers section addressing contractor concerns regarding bond requirements, water supply specifications, hot-tap sizing, SCADA system design, pipeline sizing for dip-site operations, and control valve configurations. All contractors are required to submit a new bid bond, provide dated and signed acknowledgment of the addendum with their sealed bid proposals, and comply with County Standard Plans and Specifications for all hot-tap work.
The addendum specifies that contractors must account for all provisions in submitting bids and that SCADA-related technical queries will be addressed post-award during the construction phase. The document clarifies that while a proposed size-on-size hot tap has not been approved under AWWA C223 standards, a properly restrained cut-in tee connection shall be used instead, with shop drawings required for Special Districts review and approval prior to fabrication. The contractor is responsible for determining appropriate pipeline sizing for the dip site, accounting for 700 feet of line loss and 6.5 feet of lift at the tank's air gap, utilizing the provided hydraulic test reports. Well #3 demonstrated the highest flow capacity at 940 GPM under normal operation with 60 HP motor input, while Well #5 produced 356 GPM with 15 HP motor input, and the pump test data indicates efficiency improvements could reduce annual operational costs significantly across all wells. Updated location maps and infrastructure documentation for the Glen Helen Domestic Water System are included as exhibits to support contractor design and planning efforts.

The Contract Bid Documents for the above-referenced project are hereby amended in the following manner and the following manner only:
I. All provisions of Addendum No. 2 are hereby incorporated into the Contract Documents, and Bidders shall account for all provisions pursuant to Addendum No. 2 in submitting their bid proposals. Each Bidder shall include a dated and signed copy of this Addendum with their sealed bid proposal.
1. Item No. 1: Questions and Answers
1. The contractor seeks clarification on whether they may use the bond previously submitted for the prior bid, or must provide a new, complete set of bonds for this rebid.
Response:
The Contractors are mandated to submit a new bid bond when a public works project is rebid, as the prior bids have been rejected and the original solicitation has been canceled. It is imperative that the new bid bond be executed with the appropriate signatures and seals, as failure to do so may result in the bid being rejected as non-responsive.
2. Proposed New 10-inch hot-tap:
To properly design and price the system, please provide the following information at the proposed 10-inch hot-tap location:
a. Available flow in GPM.
b. Static pressure.
c. Residual/dynamic pressure while flowing 800 GPM.
d. If this line is pump-fed, the applicable pump operating information or pump curve showing the available flow and pressure.
Wildland Firefighting Helitanker Station Addendum No. 2 Page 2 of 5
Response:
Please refer to Exhibit A for the attached Pump Check - Hydraulic Test Reports for the San Bernardino CSA 70 Glen Helen Water System. The reports are dated June 26, 2026, and pertain to Wells #1A, #3, #4, # 5, and #6. Additionally, there are reports dated July 11, 2025, for Well #3 and Well #5, for reference.
3. We need the actual GPM and Pressure from the 10” Pump that will be supplying the 10” water supply line now that the 3rd RFQ changed the supply.
Response:
Please refer to Exhibit A for the attached Pump Check - Hydraulic Test Reports for the San Bernardino CSA 70 Glen Helen Water System. The reports are dated June 26, 2026, and pertain to Wells #1A, #3, #4, # 5, and #6. Additionally, there are reports dated July 11, 2025, for Well #3 and Well #5, for reference.
a. Will the hot-tapped 6” line produce, with all the fittings, the 800 GPM needed at the Dip Tank?
Response:
Yes, the hot-tapped 6” line must produce, with all the fittings, the 800 GPM needed at the Dip Tank.
b. Determine what sized line will be needed at the Dip Site to accommodate the 700’ line loss plus 6.5’ lift at the Tank's air gap.
Response:
The awarded contractor for this project shall be responsible for determining the appropriate pipeline size for the Dip Site, utilizing the Hydraulic Test Reports included in this addendum.
This determination must account for a 700-foot line loss, a 6.5-foot lift at the Tank's air gap, and any unforeseen requirement in the project site.
c. Once that is determined, what PSI and GPM are determined at the Dip Tank, we will need to discuss what SCADA Valve.

This pump control utilizes either a manual or a level-type mechanism, which will be verified in the field.
7. Will there be a valve to divert water to the Helicopter site to control pressure and volume?
Response:
There is currently no valve available to divert water to the helicopter site; therefore, it is advisable to utilize a hot tap for this purpose.
8. Does the county have any restrictions on Hot Taps 10 x 10?
Response:
The proposed size-on-size hot tap has not been approved. AWWA C223 establishes minimum requirements for tapping sleeves but does not constitute approval of a size-on-size application.
Considering the extent of the existing main that was removed, along with the associated structural and operational risks, the connection shall be completed using a properly restrained cut-in tee. The contractor awarded for this project must submit shop drawings to the Special Districts for review and approval prior to commencing any fabrication work.
9. Pure County SCADA without interfacing with proprietary remote activation. Co. has SCADA at Pump House, so no integration or encryption issues:
a. What NEMA Demarcation Panel would you recommend placing inside the cabinet to house the County SCADA components?
b. Should we use Fiber or CAT6C for the data backhaul into the cabinet? Then the County plans to connect four (4) Features already installed on HeloPod, which will require wiring into the cabinet.

The following cost analysis is presented as an aid to your cost accounting and planning. It is an Estimate based on the pump test data and your energy use or hours of operation during the previous 12-month period.
This pump was found to be operating inefficiently. A new pump, properly designed, should operate with an overall plant efficiency of about 56.0 percent.
A reduction in your energy usage and cost would occur, as shown below, if this pump was redesigned and/or rebuilt.
The following analysis and projection assumes that the water requirement, GPM, total pumping lift and hours of operation will remain as they were at the time of the pump test.
