About this file
This document is a technical specifications section for a Wildland Firefighting Helitanker Station project being undertaken by San Bernardino County, California. The project requires the design and installation of a permanent, open-top aerial refilling cistern system for aviation firefighting units with a capacity between 3,000 and 5,000 gallons and an automated refill capability of 6-10 minutes. The cistern must be engineered to withstand sustained winds exceeding 65 MPH and feature a snag-free design compatible with Bambi-bucket and snorkel hose refilling operations. Additional critical components include a dechlorination system treating 175 to 250 GPM, a redundant solar-powered system with dual battery and solar panel sets, NSF/ANSI Standard 61-certified interior coating, RF remote activation with water level controls, solar-powered LED lighting, and all required electrical connections from the existing pump house panel. The installation scope encompasses a graded 200' x 200' area pad with compacted rock or concrete foundation, perimeter chain-link fencing with a 20-foot double entry gate, a 12-inch Class 150 AC hot tap water connection, a full backflow prevention system, a 6-inch ductile iron service line to the water main, and a permanent solar-powered LED wind cone system conforming to FAA standards with an 18-inch by 6-foot illuminated orange and white fabric sock.
The technical specifications require all work to comply with San Bernardino County Department of Public Works Standard Plans and Specifications, with manifold bodies constructed of ductile iron or stainless steel rated for a minimum of 150 psi pressure, resilient-seated gate valves, mechanical joint fittings, and concrete thrust blocks. Bidders must submit shop drawings for approval of the tank, ancillary systems, manifold, valves, and connections, with a concrete pad foundation submitted as a stamped drawing if required by the selected tank system or marked as a zero-cost additive if unnecessary. The wind cone energy control system must include solar panel backup, a 100 Amp-hour battery, charge controller, quick-detach charging system, and mounting bracket to ensure continued operation during power failures.

SECTION F
TECHNICAL SPECIFICATIONS
WILDLAND FIREFIGHTING
HELITANKER STATION PROJECT
FOR
SAN BERNARDINO COUNTY
SAN BERNARDINO, CALIFORNIA
PROJECT NO.: 1378.0185
Technical Specifications for District Projects - 2
TECHNICAL SPECIFICATIONS FOR
SAN BERNARDINO COUNTY
WILDLAND FIREFIGHTING HELITANKER STATION
1.1 General Requirements
The County requires an aerial refilling cistern for aviation firefighting units to refill internal and external tanks.
1.2 Cistern
1.2.1 Cistern to be a permanent, open-top, metal tank. The tank must hold between 3,000 and 5,000 gallons, with an automated refill of 6-10 minutes. The available flow rate at the hot tap location is 800 GPM. Conduct flow testing to ensure the entire system is engineered to meet the performance criteria.
1.2.2 Tank built to withstand high winds sustained in excess of 65 MPH.
1.2.3 Snag-free design, built with an air-gap spillway to prevent damage to snorkels or buckets.
1.2.4 Installation of dechlorination system capable of removing total residual chlorine (TRC) from treated effluent prior to discharge or reuse. System to treat 175 to 250 GPM at discharge and at a minimum of 100 feet away from county water service well No. 5. Sample system attached in bidding documents.
1.2.5 Redundant solar-powered system, including dual sets of batteries and solar panels to ensure functionality during grid power failures.
1.2.6 Standard components include high-performance control valves (e.g., Cla-Val) and float assemblies for unattended refilling.
1.2.7 Solution must support Bambi-bucket and snorkel hose refilling.
1.2.8 Interior Coating: It is imperative to ensure that the interior coating of the water storage facility conforms to the NSF/ANSI Standard 61 certification for epoxy or glass-fused lining. This certification is essential for maintaining the purity of potable and retardant water.
1.2.9 Solar-powered LED lighting interior and exterior of tank.
1.2.10 RF remote activation, low water level communications, and water level control float valve. Manual activation to be included for both fill-up and discharge at tank site.
1.2.11 Submit shop drawings for tank and ancillary system as needed for approval.
1.2.12 Shore power to be pulled from pump house panel, available 120V 50amp.
Include code-compliant electrical connection to tank site for all project systems.
Technical Specifications for District Projects - 3
1.3 Water Connection and Flow Controls
1.3.1 Hot Tap 12” Class 150 AC pipe per County Standard Plans and Specifications.
1.3.2 All work shall comply with San Bernardino County Department of Public Works Standard Plans and Specifications.
1.3.3 Manifold Body: Ductile iron or stainless steel, epoxy-coated interior/exterior per County Standard Plan. Pressure rating: 150 psi minimum.
1.3.4 Fabrication and installation of full backflow prevention system. If an external backflow system is selected, include a concrete pad and bollard perimeter for protection in accordance with County standards within Section G.
1.3.5 Isolation Valve: Resilient-seated gate valve, mechanical joint, County Standard Plan enclosed in Section G.
1.3.6 Service line from tank to water main to be 6-inch ductile iron pipe (DI), Class
350. See Section G, Drawings, for the water line location and tie-in point.
1.3.7 Fittings: Mechanical joint, County Standard Plan enclosed in Section G.
1.3.8 Thrust Blocks: Concrete per County Standard Plan enclosed in Section G.
1.3.9 Submit shop drawings for manifold, valves, fittings, and connection.
