About this file

This file contains Section G (Contract Drawings) documentation for the Wildland Firefighting Helitanker Station project in San Bernardino, California, prepared by San Bernardino County Department of Public Works, District 5, in coordination with Aragon Geotechnical, Inc. and 3 Thirteen Subsurface. The documentation includes a limited water line investigation report dated July 20, 2026, which identifies existing water service infrastructure at the proposed project site located at Glen Helen Regional Park (APN No. 03-491-9122). Ground penetrating radar (GPR) and potholing services were performed on July 9-10, 2026, to determine the alignment, depth, size, and direction of existing 10-inch water lines serving the facility. Six pothole locations (P1-P6) were excavated and documented, revealing water line depths ranging from 2.32 feet to 3.54 feet below existing ground surface, with materials including concrete thrust blocks and PVC pipe. The investigation provides utility quality level information classified according to ASCE 38-02 standards, with detailed cross-sections, photographs, and coordinate locations for each exposed utility.

The file also includes supplemental technical documentation comprising the San Bernardino County Special Districts Department's Standards for Domestic Water Systems, specifically Divisions F, G, and H covering design criteria, technical specifications, and standard drawings for water system construction. These standards establish comprehensive requirements for pipeline design, materials, installation methods, testing, and disinfection procedures, including specifications for concrete construction, earthwork, fire hydrant assemblies, valve installation, service connections, and thrust block placement. Additionally, the documentation contains a Hydra-Max dechlorination system manual, which describes equipment and procedures for removing chlorine residual from pressurized water flows during fire hydrant flushing operations, ranging from 150 to 900 gallons per minute with chlorine levels up to 4 ppm. No specific contract pricing, award dates, or bid response dates are provided in this technical and investigative documentation.

UNDERGROUND UTILITY MAP

WITHIN THE CITY OF SAN BERNARDINO, COUNTY OF SAN BERNARDINO, CALIFORNIA

Reference: American Society of Civil Engineers (ASCE) Standard 38-02 The utility information depicted on this map is classified in accordance with the ASCE 38-02 Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data. The quality levels defined below describe the method used to obtain the utility information and the relative reliability of the depicted data.

UTILITY QUALITY LEVEL A (QL-A)

Utility Quality Level A represents the highest Level of confidence for utility information. Information is obtained through the physical exposure of a utility at a specific location using non-destructive excavation methods such as vacuum excavation. This process confirms the precise horizontal and vertical position of the utility at the point of exposure.

Measurements are typically taken from the exposed facility and referenced to visible surface features. QL-A data represents conditions observed only at the exposed point and may not represent conditions between exposure locations.

UTILITY QUALITY LEVEL B (QL-B)

Utility Quality Level B information is obtained through the use of surface geophysical locating methods, such as electromagnetic locating equipment and ground penetrating radar, to determine the approximate horizontal position of subsurface utilities. The resulting markings represent the interpreted path of utilities based on instrument response and field conditions. These utilities are then transferred to the map based on surface markings and field observations. QL-B data represents approximate horizontal alignment only and should not be interpreted as precise excavation coordinates.

UTILITY QUALITY LEVEL C (QL-C)

Utility Quality Level C information is derived from visible above-ground utility features, such as valves, pedestals, meters, risers, or other surface indicators. These features are correlated through professional judgment and field interpretation to infer possible subsurface utility QL-C information is approximate and interpretive in nature.

UTILITY QUALITY LEVEL D (QL-D)

Utility Quality Level D information is obtained from existing records, drawings, maps, or verbal recollections. These sources may include utility owner records, as-built drawings, or other historical documentation. Accuracy and completeness may vary. QL-D information should be considered for reference purposes only.

IMPORTANT NOTICE

Conditions may vary, and additional utilities or variations in location may exist. This map does not guarantee the presence or absence of utilities and should not replace proper notification of utility owners or compliance with local excavation notification requirements.

INSTALLATION AND OPERATION MANUAL

DECHLORINATION SYSTEM

INTRODUCTION

The Hydra-Max dechlorination system is designed to provide automatic dosing of dechlorination tablets to remove chlorine residual from pressurized water flows. Constructed of 6061-T6 high strength, aircraft grade aluminum for maximum strength and durability, the Hydra-Max system requires no electro-mechanical components. It can accommodate flows from 150 to 900 gallons per minute (GPM). The compact size and built-in handle on the system provide easy transportation between jobsites. The device comes equipped with a 2 ½" NST coupling at the inlet and a flow directional swivel elbow on the outlet. This unique feature allows the direction of the outflow to be locked into place. When properly installed and operated, the Hydra-Max system will provide complete removal of free and combined chlorine. Please familiarize yourself with the contents of this manual before proceeding with installation and operation.

SYSTEM APPLICATION

The Hydra-Max dechlorination system is designed to accept 2 ⅝" diameter Enviro-C or Bio-Max dechlorination tablets. The most common application for the Hydra-Max system is dechlorination of water flows during fire hydrant flushing. The system can also be utilized for flushing new water mains or backflushing swimming pools. An stainless steel tablet cartridge contains multiple ¼" flow ports to provide the proper amount of mixing and contact with tablets. This allows for complete neutralization of chlorine and chloramines while keeping chemical waste to a minimum. The Hydra-Max system provides a fast and simple set-up that saves operators time and money. There are no mechanical parts that require adjustment or components that can be easily damaged or broken. The compact, durable one piece construction offers operators a low cost, low maintenance system.

HOW THE HYDRA-MAX® SYSTEM WORKS

The Hydra-Max system is a flow rated device designed to safely apply chemicals in pressurized applications to remove residual chlorine. The Hydra-Max dechlorination system provides consistent and precise neutralization of chlorine to meet stringent water treatment requirements mandated by Federal, State and Local regulations.

The Hydra-Max system can be used for treating water flows discharging from fire hydrants, swimming pools and new water mains. When backflushing swimming pools or flushing new water mains, the Hydra-Max system is typically installed at the discharge point of the water flow and connected to a hose specified for these applications. The Hydra-Max system incorporates a 2 ½" NST coupling for easy and fast connection to any fire hydrant. The outlet incorporates 2 ½" NST male threads for use with hoses, pilot gauges or other test equipment. During operation, flow enters through the inlet hub and is channeled through the compact dosing chamber. As flow passes through the system, it dissolves the dechlorination tablets to provide complete removal of free and combined chlorine from the flow. It is recommended that you check the removable tablet cartridge after 15 minutes of operation. If needed, add tablets and continue flushing.

SYSTEM PERFORMANCE

The Hydra-Max dechlorination system has been designed for a flush rate of 150 to 900 GPM with chlorine levels up to 4 ppm. The complete set-up time is 1-3 minutes and typically requires only one operator. The Hydra-Max system provides a fast and easy way to dechlorinate pressurized flows in the most cost effective and efficient manner when utilizing Norweco’s Enviro-C or Bio-Max dechlorination tablets.
