About this file
This is Addendum No. 1 to the bidding requirements and contract documents for the Wildland Firefighting Helitanker Station Rebid project issued by the San Bernardino County Department of Public Works Special Districts (Project No. 1378.0185). The addendum, dated August 25, 2026, provides clarifications and corrections to the original rebid documents through a questions-and-answers format addressing critical design and specification issues. Key clarifications include confirmation that the existing water main is approximately 10-inch PVC (not 12-inch Class 150 AC as previously stated), requiring contractors to verify actual pipe specifications at the connection point before ordering tapping assemblies. The water service connection shall be a 6-inch live-tap assembly using a Smith-Blair 622 epoxy-coated tapping sleeve with a 6-inch resilient-seated gate valve conforming to AWWA C509 standards. The new 6-inch service line from the water main to the cistern shall be AWWA C900 PVC pipe with a minimum Class 150 rating, not ductile-iron pipe as originally specified. Additional clarifications address rock pad installation requirements (4–6 inches of compacted graded crushed rock for the tank base and 6 inches for rotor wash areas), compaction verification procedures using Field Density or Nuclear Gauge testing to achieve 95 percent maximum dry density, and structural requirements for the aviation wind cone foundation.
The addendum specifies that final testing and commissioning of the water service line shall comply with Section 9.0 of the County Water Standards Technical Specifications, including hydrostatic pressure testing per AWWA C603 at 50 psi above allowable working pressure for two hours, flushing and disinfection per AWWA C651, and bacteriological testing before authorization for service placement. All contractor-designed water service connections, manifolds, valve arrangements, and appurtenances remain subject to compliance with contract documents, San Bernardino County standards, and County review and approval. The addendum confirms that the August 17, 2026, rebid documents supersede all prior addenda, questions and answers, and clarifications unless expressly incorporated, and that any material changes to excavation, pipe quantity, fittings, restoration, or connection configuration resulting from changes to the waterline alignment or tie-in location after contract award shall be addressed as a change in contract scope. The addendum was issued on August 25, 2026, and requires dated and signed acknowledgment from all bidders with their sealed bid proposals.

SPECIAL DISTRICTS
ADDENDUM NO. 1
TO THE BIDDING REQUIREMENTS, CONTRACT DOCUMENTS, GENERAL CONDITIONS,
SPECIAL CONDITIONS, AND TECHNICAL SPECIFICATIONS FOR THE
Wildland Firefighting Helitanker Station Rebid
PROJECT NO.: 1378.0185
August 25, 2026
The Contract Bid Documents for the above-referenced project are hereby amended in the following manner and the following manner only:
I. All provisions of Addendum No. 1 are hereby incorporated into the Contract Documents, and Bidders shall account for all provisions pursuant to Addendum No. 1 in submitting their bid proposals. Each Bidder shall include a dated and signed copy of this Addendum with their sealed bid proposal.
1. ITEM NO. 1: Questions and Answers
1. Existing Water Main Size and Material Technical Specification Section 1.3.1 identifies the proposed connection as:
“Hot Tap 12” Class 150 AC pipe per County Standard Plans and Specifications.”
However, the utility investigation included in Section G identifies the existing water main at multiple pothole locations as approximately 10-inch PVC. Please confirm the actual water main size, material, pressure class, and outside diameter at the required point of connection.
Response:
The utility investigation and potholing information indicate that the existing water main is approximately 10-inch PVC. This field information shall govern over the reference in Section F identifying the main as 12-inch Class 150 asbestos-cement pipe.
The potholing information does not conclusively establish the PVC pressure class or exact outside diameter at the proposed connection point. Before ordering the tapping assembly, the contractor shall expose the main at the actual point of connection and verify the following:
Pipe material and nominal diameter.
Exact outside diameter.
Wildland Firefighting Helitanker Station Addendum No. 1 Page 2 of 7
Pipe pressure class, if identifiable from the pipe markings.
Existing pipe condition and suitability for tapping.
Available clearance for installation of the tapping assembly.
The tapping sleeves shall be selected based on the field-verified outside diameter and shall not be ordered solely on the basis of the nominal pipe size shown in the plans or utility records.
2. Required Hot-Tap Connection
Please confirm the required connection configuration to the existing water main, including:
Required tapping sleeve size and material.
Required tapping valve size and type.
Required outlet configuration.
Whether the connection is to be performed as a live hot tap.
Whether a temporary shutdown will be permitted or required.
If the existing main is confirmed to be 10-inch PVC rather than 12-inch AC, please identify the applicable County standard or connection detail bidders are to use.
Response:
The connection shall consist of a contractor-designed 6-inch live-tap assembly on the existing approximately 10-inch PVC water main.
In accordance with Section 7.8 of the County Water Standards Technical Specifications, a connection that is not a size-on-size tap shall use a Smith-Blair 622 epoxy-coated tapping sleeve or approved equal. The tapping sleeve shall be manufactured for installation on PVC pipe and sized for the field-verified outside diameter.
The tapping assembly shall include:
A 6-inch Smith-Blair 622 epoxy-coated tapping sleeve or approved equal.
A 6-inch resilient-seated, non-rising-stem gate valve with O-ring seals conforming to AWWA C509 and Section 6.1 of the County standards.
A 6-inch outlet compatible with the specified service-line material.
All required restraints, supports, fittings, thrust protection, valve box, and appurtenances.
The connection is intended to be completed as a live hot tap. A shutdown of the existing water system shall not be assumed for bidding purposes. Any proposed shutdown must receive prior written approval from Water and Sanitation Division Operations and be coordinated in advance.
Wildland Firefighting Helitanker Station Addendum No. 1 Page 3 of 7
The contractor shall submit the proposed tapping sleeve, tapping valve, connection details, product information, and installation procedure to the County for review and approval before beginning the connection work.
3. Conflict Between Section F and Section G
Please confirm which condition bidders are to use for pricing and contractor design where:
Section F identifies a 12-inch Class 150 AC main; and Section G identifies the exposed existing water main as 10-inch PVC.
Because this difference directly affects the contractor-designed tapping assembly and connection details, please provide the governing condition by written clarification or Addendum.
Response:
For bidding and contractor design, the field potholing information in Section G shall govern. The contractor shall base the work on an existing approximately 10-inch PVC water main.
Section F shall be corrected by Addendum No. 01 to remove the reference to a 12-inch Class 150 AC water main. Final tapping-sleeve dimensions remain subject to the contractor’s verification of the actual pipe outside diameter at the connection location.
4. New 6-inch Service Line
Technical Specification Section 1.3.6 requires the new service line from the water main to the cistern to be:
6-inch ductile iron pipe, Class 350.
Narrow Path Engineering intends to carry 6-inch DI, Class 350, for the new contractor-designed service line in accordance with the rebid documents.
Please confirm that the previously specified 6-inch C900 PVC is no longer acceptable for the rebid, and that 6-inch DI Class 350 is the required material for the full new service line.
Response:
The new 6-inch service line shall comply with Section 3.6 of the County Water Standards Technical Specifications.
Section 3.6.01 requires PVC water pipe to conform to AWWA C900 or C905. The pipe shall be of the class shown on the approved plans, with a minimum pressure class of Class 150.
Wildland Firefighting Helitanker Station Addendum No. 1 Page 4 of 7
Accordingly, the new service line shall be 6-inch AWWA C900 PVC pipe with a minimum Class 150 rating. The reference in Technical Specification Section 1.3.6 requiring 6-inch ductile-iron pipe, Pressure Class 350, shall be revised by this Addendum No. 01 to conform to the County standard.
Installation shall comply with the pipe manufacturer’s requirements, AWWA Manual M23, and the applicable County standard plans and specifications. A higher-pressure class shall be provided if required by the approved plans or the project’s operating conditions.
5. Contractor-Designed Water Service
Please confirm that the water-service connection, manifold, valve arrangement, fittings, and associated appurtenances remain contractor-designed and are subject to compliance with the Contract Documents, San Bernardino County standards, and County review/approval.
Response:
Confirmed.
6. Waterline Alignment and Tie-In Point
Please confirm that the waterline alignment and point of connection shown in Section G are the intended basis for contractor design and bidding.
If the County changes the final tie-in location, pipe alignment, required pipe quantity, or connection configuration after award, please confirm that material changes to excavation, pipe quantity, fittings, restoration, or connection hardware will be addressed as a change in contract scope.
Response:
Confirmed.
7. Testing and Commissioning
Please identify the required final testing and commissioning procedures for the completed 6-inch DI service, including:
Hydrostatic pressure-test requirements.
Test pressure and duration.
Leakage criteria.
County inspection or witness requirements.
Any additional performance testing required beyond normal contractor startup and commissioning.

Response:
The completed service line and appurtenances shall be inspected, tested, disinfected, and placed into service in accordance with Section 9.0 of the County Water Standards Technical Specifications.
The following requirements shall apply:
Pressure and leakage testing shall be performed in accordance with AWWA C603, as modified by the County specifications.
Separate structural and leakage tests shall be performed.
Testing shall occur after the trench has been backfilled and compacted.
The structural hydrostatic test pressure shall be 50 psi above the allowable working pressure for the class of pipe being tested.
The test duration shall be two hours.
Any noticeable leakage shall be stopped.
Defective pipe or materials shall be repaired or replaced, and the line shall be retested until it passes.
The contractor shall furnish all labor, materials, water, pumps, calibrated gauges, temporary connections, and equipment required for testing.
Testing shall be scheduled with and witnessed by the County Water and Sanitation
Division inspector.
Before being placed into service, the line shall be flushed and disinfected in accordance with Section 9.3 of the County specifications and AWWA C651.
Satisfactory bacteriological test results shall be received before the County authorizes the line to be placed into service.
The tapping assembly, valve, service line, cistern connection, controls, and related equipment shall receive functional testing as part of final startup and commissioning.
8. Prior Addenda Versus August 17, 2026, Re-Bid Documents

9. Technical specs state to use 6” ductile iron pipe for the water service line. Please confirm this is the intent, or does the County want to continue using C900 pipe to match the existing line?
Response:
The new 6-inch water service line should be AWWA C900 PVC pipe, Class 150 minimum, consistent with Section 3.6.01 of the County Water Standards Technical Specifications and the existing PVC water system. The reference in Technical Specification Section 1.3.6 requiring 6-inch ductile-iron pipe, Pressure Class 350, should be revised by this Addendum No. 01.
10. What is the thickness of the ¾” to 1” layer of rock to be?
Response:
For the installation of ¾”-1” rock, it is advisable to establish a base consisting of graded crushed rock with a thickness of 4 to 6 inches. It is recommended to use ¾-minus gravel, which contains fine material (such as road base), to achieve a compaction level of 95%.
The base should extend 12 inches beyond the edges of the tank. It is essential that the rock layer is compacted tightly and remains level within a tolerance of ½ inch to prevent shifting or settling under the tank's weight.
11. What is the thickness of the 3” layer of rock to be?
Response:
For the 3-inch rock that will extend beyond the tank area to the fence line, a minimum thickness of 6 inches is required. It is essential to ensure that the rock layer is tightly compacted and leveled to within a ½-inch tolerance to prevent shifting or settling under the tank's weight.
12. Technical Specification 1.4.4 states 95% compaction of rock pad; how will this be measured and verified due to voids as a result of the rock size?
Response:
Achieving 95% compaction on a rock pad requires compacting crushed stone or granular fill to 95% of its maximum dry density, as determined by a Field Density Test or a Standard Nuclear Gauge Test to be performed by the contractor. The rock materials must be clean, hard, durable, and free of harmful substances. This requirement only applies to the tank base material, not the 3” rock used for rotor wash. For the required rock materials, please refer to Section 200 of the Greenbook, the Standard Specifications for Public Works Construction.

13. Are guy wires and multi-stakes required for the aviation wind cone if the system is grounded in a concrete foundation?
Response:
Guy wires and multiple stakes should not be required if the aviation wind cone is a permanent, self-supporting assembly secured to a properly designed concrete foundation and installed in accordance with the approved plans and the manufacturer’s requirements.
The contractor should submit the pole, anchorage, and foundation details, along with the manufacturer’s installation requirements, for review. Electrical grounding and bonding are separate from structural anchorage and should be provided as required by the approved electrical plans and applicable codes.
