About this opportunity
The Colorado Department of Corrections, on behalf of Colorado Correctional Industries (CCi) Tag Plant, is requesting quotes for white cardstock paper (12 inches by 24 inches, 32-point thickness, one-side coated with water-resistant adhesive) under Documented Quote DQ 2027000093, with quotes due September 16, 2026 at 4:00 p.m. Mountain Standard Time and a virtual public quote opening scheduled for the same date. Delivery will be made to the CCi Tag Plant at Colorado Territorial Correctional Facility, 275 W Highway 50, Canon City, Colorado 81212.
The cardstock must feature a non-coated silk screen side for image application and a reverse side with C1S water-resistant adhesive coating; it must lay flat with anti-curling characteristics. CDOC requires bidders to provide a minimum of three calendar days' written notice if unable to meet delivery schedules; failure to deliver on three separate occasions within the agreed-upon timeframe may result in vendor disqualification as a non-responsible bidder for up to three years or indefinitely. The awardee must provide proof of Good Standing with the Colorado Secretary of State, an insurance certificate documenting required coverage, and must complete CDOC Enhanced Criminal Background Investigation requirements within 30 days of award notification.
The initial contract term runs from September 23, 2026 through June 30, 2027, with an option to renew for up to one additional year, not to exceed a maximum term of two years, contingent upon fund availability and contractual compliance. Pricing must remain firm during the Purchase Order term; CDOC retains sole discretion to consider annual price increases not to exceed 2.5% per fiscal year if mutually agreed. No actual order quantities or dollar amounts are guaranteed. Award will be made to the responsible bidder whose acceptable quote is determined most advantageous to CDOC, with price and cost as the primary consideration, though sample quality and lead time for delivery may also be evaluated. All pricing is all-inclusive of shipping, surcharges, and taxes. Bidders must complete Exhibits A through F, including non-conflict of interest certification, vendor information, W-9 form, and required disclosure of any contract performance outside Colorado or the United States. Service-Disabled Veteran Owned Small Businesses must submit U.S. Department of Veterans Affairs certification documentation. BidnetDirect registration is required to download solicitation documents and submit responses. Notice of Intent to Award is anticipated September 17, 2026.
