About this opportunity
The Board of County Commissioners of Okaloosa County, Florida is requesting proposals for the Western Destin Dune Vegetation Project—labor, materials, equipment, and all operations for dune vegetation planting, sand fencing, signage, and post and rope installation—with proposals due July 8, 2026. This is a FEMA-funded disaster recovery project under Grant #N/AZ2589 4564DR-FL with full federal compliance requirements, including Davis-Bacon prevailing wage, Buy America provisions, and bonding.
The scope encompasses dune planting of approximately 130,814 units (native Sea Oats, Panic Grass, and diversity species in specified ratios); sand fencing installation of 3,610 linear feet; post and rope installation of 458 linear feet; and signage placement of 78 units. The contractor must complete all work within 60 calendar days following Notice to Proceed and prior to October 1, 2026, working seven days a week during daylight hours only (sunrise to one hour after sunset). The contractor assumes responsibility for plant survival, with an 80% minimum survival rate required at 180 days post-installation across three criteria: whole-site survival rate, planting unit survival pattern, and root penetration of nine inches or greater; failure to meet success criteria requires replanting at no cost to the County. Coordination with the County's marine turtle monitor is mandatory during nesting season (May 1–October 31) in compliance with State and Federal permits.
The estimated project budget is $460,200, funded entirely through FEMA Grant DR-4564-FL. Unit pricing is $3.30 per dune planting, $4.00 per linear foot of sand fencing, $10.00 per linear foot of post and rope, and $120.00 per signage unit. The contract term is one year. A 15% contingency applies to the total project cost, and the County reserves the right to adjust the final contract price based on actual quantities installed. Taylor Engineering is the consultant assisting with scope development and cost estimation. The County anticipates a pre-bid meeting and will advertise the solicitation in the newspaper. Point of contact: Alex Fogg (850-609-5394; afogg@myokaloosa.com).
