About this opportunity

Collier County Board of County Commissioners Procurement Services Division is requesting proposals for a fully customizable Wellness Engagement Platform to administer the county's employee wellness program across all Constitutional agencies, with proposals due July 24, 2026 at 3:00 p.m. A 10-point local vendor preference applies to proposers maintaining a current Business Tax Receipt and permanent physical business address in Collier or Lee County. A pre-proposal conference is scheduled for June 23, 2026 at 10:00 a.m. at the Procurement Services Division in Naples, Florida.

The platform must track and report two primary pathways: an Insurance Qualifying Process covering preventive screenings, laboratory work, biometrics, and wellness education; and an Employee Health Reimbursement Account (HRA) program allowing insured employees to earn up to $300 annually in Healthy Bucks through participation in county-sponsored wellness activities. The system must support approximately 2,350 employees and 900 employee spouses with a fully integrated IT management team, an administrative portal with at least ten user accounts, and comprehensive communication, integration, engagement, and reporting capabilities. Vendors must provide a Business Associate Agreement complying with protected health information safeguards.

The RFP will award to a single vendor with an initial three-year term and two optional one-year renewal periods. Pricing shall remain firm for the initial contract term. The County prefers flat annual fee structures over per-employee or per-member monthly pricing. The RFP excludes registered dietitian or nutritionist access, health coach services, licensed mental health counselor access, pre-designed wellness programs, and wellness incentive administration.

Evaluation criteria total 100 points: Cover Letter/Management Summary (5 points), Certified Woman and/or Minority Business Enterprise status (5 points), Business Plan (20 points), Cost of Services (20 points), Experience and Capacity of the Firm (20 points), Specialized Expertise of Team Members (20 points), and Local Vendor Preference (10 points). Proposers must submit all required certifications electronically via https://procurement.opengov.com/portal/collier-county-fl, including the Vendor Declaration Statement, Conflict of Interest Certification, Immigration Certification with active E-Verify enrollment, Form W-9, proof of Florida business status, reference questionnaires if applicable, appropriate licenses and certifications, and acknowledgment of all addenda. Insurance requirements include $1,000,000 commercial general liability per occurrence with $2,000,000 aggregate, $500,000 automobile liability, cyber liability coverage, and for contracts exceeding $200,000, performance and payment bonds for 100% of the contract award amount. A 5% bid bond is required with proposals. Proposals remain valid for 180 days.
