About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Tourism, is seeking qualified vendors through Request for Proposal (RFP) 758 2300000080 to procure and deploy interactive kiosk systems at six Welcome Centers located at interstate rest areas throughout Kentucky (I-75 North in Jellico, I-65 South in Shepherdsville, I-65 North in Franklin, I-64 West in Grayson, I-64 East in Fisherville, and I-24 West in Oak Grove). Each kiosk shall be a minimum 42-inch touchscreen display stand-alone podium unit delivered as a turnkey finished product with an integrated camera, and must include Google Maps integration, Google Translate (minimum five languages: Spanish, French, German, Arabic, and Mandarin), Google Weather functionality, social wall for events and calendar information, Kentucky Tourism website access, guest book and survey brochure integration, lodging search functionality filterable by town or route, people counting capability via integrated camera, and email and text functionality enabling users to send information to personal devices. Vendors must provide software licensing, configuration, implementation, hosting, maintenance and support, and comprehensive training services; initial training must cover system setup and function including troubleshooting capabilities for main office personnel, with additional remote troubleshooting training for staff. The proposed solution must include 24/7 technical support with integrated cybersecurity measures and a comprehensive three-year warranty covering both hardware and software with a 48-hour response time requirement for hardware issues. Vendors must comply with Commonwealth Office of Technology requirements including FedRAMP compliance for cloud solutions, adherence to Kentucky Information Technology Standards (KITS), comprehensive security and privacy assessments, and compliance with NIST 800-53 security controls at the moderate level, as well as Kentucky's Personal Information Security and Breach Investigation Act. The proposal submission deadline is September 19, 2022, at 3:30 PM Eastern Time, with vendor questions having been due by September 7, 2022, and the Commonwealth's responses to written questions posted on September 9, 2022. Evaluation will be scored on technical proposal (100 points maximum), cost proposal (50 points maximum), and oral demonstrations if required (50 points maximum), for a total possible 200 points; the Commonwealth reserves the right to conduct oral presentations with the top two vendors and to request best and final offers.

The procurement does not specify set-aside designations for disadvantaged enterprises, though the affidavit requirements outline optional resident bidder status and qualified bidder status provisions for nonprofit corporations furthering Kentucky purposes or nonprofit agencies employing individuals with severe disabilities for at least seventy-five percent of direct labor hours on designated products or services. There is no incumbent vendor as no kiosks currently exist at the Welcome Centers; the Commonwealth currently provides information through hardcopy brochures and staff assistance during limited hours (8:30 AM to 4:30 PM Eastern and Central Standard Time). The kiosks will be installed indoors in climate-controlled environments at the designated welcome centers with hard-wired data connections available at all locations, eliminating access restrictions for installer activities as visitor centers operate 24/7. The Commonwealth maintains an approved lodging options list and current Kentucky Tourism branding materials that will be provided to the awarded vendor, and is open to discussion regarding outside advertising on kiosks in exchange for revenue sharing and content sharing between Kentucky Tourism, local Destination Marketing Organizations (DMOs), and the kiosk network. The Commonwealth currently operates a SimpleView content management system and is actively upgrading Welcome Centers to better accommodate kiosk system installations. The initial contract term is one year from the effective award date, with four optional one-year renewal periods subject to mutual agreement; pricing shall be firm fixed with no adjustments during the first twelve months, though price increases may be requested after the initial year with industry-wide justification and subject to Commonwealth approval. The solicitation does not specify an overall budget or award value range.
