About this opportunity

The City of Tucson, Arizona, through its Sun Tran public transit system, is seeking proposals for a web-based performance measurement software as a service (SaaS) solution, specifically targeting a product equivalent to Swiftly Insights Modules. The procurement aims to comprehensively analyze the reliability of the Sun Tran Fixed Route Bus and Sun Link Streetcar systems, with the primary objective of improving on-time performance through data-driven schedule and layover adjustments. The software must enable planning and scheduling staff to quickly analyze large datasets, visualize performance through intuitive charts and graphs, and facilitate quarterly schedule modifications with minimal manual processing. Key deliverables include the ability to drill down to stop, block, and intersection levels, support point-to-point and timepoint-to-timepoint route analysis, and provide a trusted data source for internal and external stakeholders. The RFP (No. 226033) was posted on March 23, 2022, with a proposal submission deadline of April 7, 2022, and a pre-proposal meeting held on March 22, 2022. The contract may be funded by the Federal Transit Administration (FTA) and is subject to non-negotiable FTA terms and conditions, requiring proposers to submit all required certificates.

The procurement includes potential set-aside considerations under Section 3 of the Housing and Urban Development Act, which mandates that employment and economic opportunities generated by HUD assistance be directed to low- and very low-income persons. The contract involves licensing software for 245 total vehicles (237 Sun Tran and 8 Sun Link), with pricing structures for one, three, and five-year terms, including optional renewal periods. While no specific incumbent vendor is mentioned, the city is seeking a solution that can integrate with existing transit infrastructure and provide modules for On-Time Performance, Run Times, Operator Reports, and Speed Map. The RFP allows for potential award by individual line item, group of items, or total contract, depending on what is most advantageous to the city. Although a specific budget range is not explicitly stated, the comprehensive nature of the software and the number of vehicles involved suggest a significant investment. Proposers must comply with federal procurement regulations, including disadvantaged business enterprise (DBE) participation requirements, non-discrimination policies, and various certification standards for contracts exceeding specific monetary thresholds.

Opportunity text

The City of Tucson, Arizona (herein referred to as the "City") is seeking proposals for a web-based performance measurement software as a service product solution equivalent to Swiftly Insights Modules or approved equal that will continuously and comprehensively analyze the reliability of the Sun Tran system with the goal of improving its on-time performance through adjustments to schedules and layover recovery. The software should enable Sun Tran (Fixed Route Bus) and Sun Link (Streetcar), herein referred to as "Sun Tran", Planning and Scheduling staff to identify specific issues with existing schedules, make recommendations, rebuild schedules, and implement changes on a quarterly basis during operator sign-ups.

Sun Tran desires to be able to quickly analyze significant amounts of data and visualize this data clearly to facilitate decision making and schedule building. The ideal product is one which, without customization, can perform these functions in a very short timeframe.

  • Data to be visually available in intuitive easy to understand charts and graphs with minimal processing by transit scheduling, planning, and operations staff.
  • Ability to analyze where to make improvements that will benefit the greatest number of riders, shifting away from anecdotal data and manual counts to a data source that internal and external stakeholders can trust.
  • Ability to drill down beyond the corridor level and pinpoint where changes should be made at the stop, block, and intersection level. Review routes and operations at a point-to-point level in addition to the traditional timepoint to timepoint.
