About this opportunity

The Nevada Purchasing Division, on behalf of the Department of Corrections, is soliciting proposals for comprehensive chemical water treatment services for boilers, chillers, cooling towers, and associated systems across ten NDOC facilities statewide, with proposals due October 8, 2026 and a mandatory site visit from September 7–11, 2026 (registration due September 4 by 2:00 p.m.).

Vendors must be qualified and appropriately licensed by the Nevada State Contractors' Board and are subject to a five percent Nevada-business preference under NRS 333.3351–333.3356. Attendance at the mandatory site visit is a prerequisite to qualify for proposal submission.

The scope encompasses chemical treatment with corrosion inhibitors, scale-control agents, dispersants, and oxidizing biocides; monthly water quality monitoring and corrosion analysis; routine maintenance; emergency response during all facility operational hours; initial and ongoing training; and technical support across a system of 47 boilers, 9 chillers, and 10 cooling towers at ten facilities including Ely State Prison, Florence McClure Women's Correctional Center, High Desert State Prison, Lovelock Correctional Center, Northern Nevada Correctional Center, Northern Nevada Transitional Housing, Pioche Conservation Camp, Southern Desert Correctional Center, Three Lakes Valley Conservation Camp, and Warm Springs Correctional Center.

The contract term is four years, anticipated to begin January 12, 2027, with two one-year renewal options. The State intends to award one contract but reserves the right to award additional contracts as determined in NDOC's best interest. Evaluation criteria are technical competence and specialization (20 points), past performance (20 points), past experience (20 points), proposed project approach (15 points), proximity and familiarity (10 points), and cost factor (15 points). Notice of intent to award is estimated for November 2, 2026.

Vendors must submit three client reference questionnaires from similar projects completed within the last five years. Required insurance includes Commercial General Liability ($2 million aggregate / $1 million per occurrence), Automobile Liability ($1 million combined single limit), Workers' Compensation (statutory limits, $100,000 per accident / $500,000 disease), and Professional Liability ($1 million per claim / $2 million aggregate). All policies must name the State as additional insured and carry an A.M. Best rating of A- VII or better. Vendors must register with NEVADAePro and maintain active sam.gov entity registration and Nevada business license prior to award. Submission through NEVADAePro is required; the State strongly prefers vendors accept the attached standard form contract and insurance schedule as written, with any exceptions requiring redlined versions with justification.
