About this opportunity

The City of Newark, New Jersey is requesting electronic bids for water meters parts and related equipment under ITB 2026-13, with bids due July 23, 2026 at 2:00 p.m. through the City's e-Procurement Portal.

The scope encompasses 272 line items across two contract years, including residential cold water meters (5/8" to 1") with magnetic or ultrasonic technology; compound, turbine, and fireline meters (1-1/2" to 10"); fire hydrant meters; and an Advanced Metering Infrastructure (AMI) system. All meters must comply with AWWA standards (C-700, C-701, C-702, C-703, C-715 depending on type), achieve NSF-61 certification, and feature lead-free construction. Residential meters require permanently sealed electronic registers with 20-year battery warranties and magnetic touch coupling compatible with the City's existing Sensus FlexNet AMI infrastructure. Compound, turbine, and fireline meters must incorporate Floating Ball Technology measuring elements with bidirectional flow detection. All equipment must operate at pressures up to 200 psi without leakage or accuracy degradation and be factory-tested for accuracy before shipment. The AMI system component must provide two-way communication with 12 transmissions daily per endpoint using FCC-licensed 900 MHz spectrum, 2-watt power output, and 120-day onboard data storage. Manufacturers must demonstrate at least 10 years of meter manufacturing experience and provide nationally published warranty documentation and maintenance program pricing. Vendor responsibility includes 20-year warranties on transmitter electronics and batteries, continuous AMI operation, four-hour issue response times, and 48-hour resolution for coverage losses.

The contract term is 24 consecutive months with options for up to two additional one-year extensions at the City's discretion. Pricing must be submitted for both contract years and must be all-inclusive of labor, materials, supplies, transportation, and handling, with all transportation charges prepaid and delivered F.O.B. destination. No minimum purchase is guaranteed. The City is exempt from state and local sales taxes. Questions are due July 16, 2026 at 12:00 p.m. The award will be made to the lowest responsive and responsible bidder; the City reserves the right to award to multiple vendors by line item. Bidders must complete Iran investment certifications, Russia-Belarus activity certifications, federal non-debarment certifications, affirmative action certifications, New Jersey business registration, non-collusion affidavits, ownership disclosures, and criminal conviction disclosures. The bid opening will be conducted publicly with remote access via Zoom.
