About this file
This is a technical specification document from the City of Newark Department of Water & Sewer Utilities for water meters and parts, with bids due by July 23, 2026, at 2:00 pm via the City's e-Procurement Portal. The specification outlines requirements for multiple meter types and configurations: residential cold water meters (5/8" to 1") using magnetic or ultrasonic technology; compound meters (1-1/2" to 10"); turbine meters (1-1/2" to 10"); fireline meters (4" to 10"); fire hydrant meters with AMI capability; and an Advanced Metering Infrastructure (AMI) system. All meters must comply with AWWA standards (C-700, C-701, C-702, C-703, C-715 depending on type), be NSF-61 approved, and feature lead-free construction. Residential meters require permanently sealed electronic registers with 20-year battery warranties, magnetic touch coupling technology for data transmission, and compatibility with the City's existing Sensus FlexNet AMI infrastructure. Compound, turbine, and fireline meters must incorporate Floating Ball Technology measuring elements with electronic registers capable of data logging and bidirectional flow detection. All equipment must be factory-tested for accuracy before shipment and operate at pressures up to 200 psi without leakage or accuracy degradation.
The AMI system component must provide two-way communication with 12 transmissions daily per endpoint, utilizing FCC-licensed 900 MHz spectrum with 2-watt power output and 120-day onboard data storage capability. The system architecture includes SmartPoint transmitters, Tower Gateway Base Stations, a Regional Network Interface with redundant servers, and Meter Data Manager software accessible via web browser, with no special client software required. All manufacturers must demonstrate at least 10 years of meter manufacturing experience and submit nationally published warranty documentation and maintenance program pricing. The specification requires 20-year warranties on transmitter electronics and batteries, with vendor responsibility for continuous AMI operation and four-hour issue response times for problems and 48-hour resolution for coverage losses. The bidding process is electronic only through the City's procurement portal, with no late submissions accepted.

PART E
ADVANCED METERING INFRASTRUCTURE (AMI)
TECHNICAL SPECIFICATIONS
Under this specification a single manufacturer shall supply all equipment necessary to furnish an Advanced Metering Infrastructure (AMI) system. While the primary function shall be to provide accurate and timely meter reading data for billing purposes, the system shall also furnish consumption and other pertinent data to facilitate enhanced operation and management of the total water distribution system, as described herein. The City of Newark intends to procure an Advanced Metering Infrastructure as determined by the City of Newark.
2. SYSTEM DESCRIPTION
The radio AMI system will have 2-way communication capabilities with the ability to read meters equipped with absolute encoder registers using Advanced Metering Infrastructure made up of a single tier network. The encoder registers shall be connected to a Meter Interface Unit (MIU) that will provide a minimum of 12 transmissions per day of meter data directly to the Tower
Gateway Base Station (TGB). Each transmission shall contain a minimum of 8-168 prior readings so the system database can backfill any readings from transmissions that may be missed. Upon reaching the TGB, the readings shall be sent immediately to the back-end software via any available Ethernet connection (wired, wireless, Wi-Fi, fiber). The back-end AMI software shall allow very easy interface to the Customer Information and Billing Software.
The Meter Data Manager shall be accessed via an internet browser and therefore the installation of any special client software on user computers shall not be required. The web architecture shall allow multiple users to access the system locally or remotely and provide the ability for the Manufacturer to provide remote support.
3. COMMUNICATION PARAMETERS
All equipment must comply with current Federal Communications Commission (FCC) requirements which include proper labeling of the MIU. The bidder must have supporting documentation available upon request to verify compliance. The 2-way radio frequency transmission from the MIU to the Tower Gateway Base Station, or vice versa, must utilize a primary use licensed frequency band owned by the manufacturer. Operation on a secondary license or in the ISM band is unacceptable.
3.1 The AMI/Meter Vendor shall be responsible for providing continuous operation of the
AMI equipment with minimal downtime. If network connection is lost for any reason, the AMI module must be able to store a minimum of 120 days of hourly read information until such time that a network can be re-established.
