About this opportunity
The City of DeLand is requesting sealed bids for water treatment chemicals under ITB B-26-18, with bids due September 15, 2026 at 2:00 P.M. and questions due September 9, 2026 at 5:00 P.M. A local business preference applies: vendors within 5% of the lowest bid may submit best and final offers if the lowest bidder is non-local.
The scope includes five chemical product categories for the Wiley M. Nash Water Reclamation Facility: flocculant polymers for rotary drum thickeners (28 drums, 441-pound drums), flocculant polymers for biosolids centrifuges (50 totes, 575-pound totes), flocculant polymers for effluent diamond filters (12 drums, 441-pound drums), liquid chlorine (700 cylinders, 150-pound cylinders), poly/orthophosphate (60 drums, 55-gallon drums), and liquid aluminum sulfate (240 tons). The City currently uses Polydyne SE 2157 and Polydyne SE 2199 polymers. Vendors must be manufacturers or direct designated resellers. All deliveries must be completed within 96 hours of notification, with the supplier responsible for loading and unloading.
Bench testing and full-scale field testing are required unless the vendor proposes a product currently in use by the City. Testing occurs Monday through Friday, 8:30 a.m. to 3:30 p.m., with no sessions scheduled fewer than three days before the bid date. Poly/orthophosphate products must meet ANSI/NSF Standard 60 with food-grade liquid qualification; only products previously used at City of DeLand Water Facilities qualify, unless the vendor has supplied to the facility for at least one year. Flocculant polymer awards are based on specified quality parameters and lowest cost per dry ton of sludge processed. All products must comply with ANSI/AWWA standards and OSHA requirements, with technical service support at no cost to the City.
The contract term runs October 1, 2026 through September 30, 2028, with three optional one-year renewal periods. Pricing is firm and fixed for the initial two-year term. All bids must include a 5% bid bond; awarded contractors must obtain a 100% performance and payment bond recorded with the Clerk of the Circuit Court in Volusia County. Insurance requirements include $1,000,000 combined single limits for general liability and auto liability, and statutory workers' compensation coverage. Bidders must submit unit prices on an F.O.B. destination basis and comply with non-collusion, drug-free workplace, human trafficking, and Scrutinized Companies List affidavits. E-Verify compliance is mandatory post-award.
