About this file
This is a specification document for an Invitation to Bid (ITB) issued by the City of DeLand, Florida, for water treatment chemicals needed during Fiscal Year 2026-2027. The City seeks qualified vendors to supply five categories of chemical products to the Wiley M. Nash Water Reclamation Facility and related public services locations: 28 drums of flocculant polymer for rotary drum thickeners (441-pound drums), 50 totes of flocculant polymer for biosolids centrifuges (575-pound totes), 12 drums of flocculant polymer for effluent diamond filters (441-pound drums), 700 cylinders of liquid chlorine (150-pound cylinders), 60 drums of poly/orthophosphate (55-gallon drums), and 240 tons of liquid aluminum sulfate. All deliveries must be completed within 96 hours of notification and suppliers are responsible for loading and unloading materials to designated storage areas. The City currently uses Polydyne SE 2157 and Polydyne SE 2199 polymers. Vendors must be manufacturers or direct designated resellers and must participate in pre-bid bench testing and full-scale field testing protocols conducted at the facility between 8:30 a.m. and 3:30 p.m., Monday through Friday, with no testing allowed fewer than three days prior to the bid date. Testing protocols include three-hour sessions with one hour for setup and tuning and two hours for performance evaluation with specified sampling regimens.
For poly/orthophosphate products, only items previously used for corrosion control at City of DeLand Water Facilities qualify for bid consideration, with products requiring minimum 60-day testing at two specific treatment locations unless the vendor has supplied products to the facility for at least one year. All poly/orthophosphate products must be food-grade liquids meeting ANSI/NSF Standard 60, with NSF certification stamps on each container, containing minimum four distinct phosphate ingredients at 5% or greater by dry weight, and 30% ± 2% orthophosphate measured as PO4. Flocculant polymer awards will be based on meeting specified quality parameters and lowest cost per dry ton of sludge processed. Liquid aluminum sulfate must achieve phosphorous reduction below 1 mg/L and be delivered in bulk quantities of 4,500 gallons per delivery. All products must conform to applicable ANSI/AWWA standards, comply with OSHA Material Safety Data Sheet requirements, and be accompanied by technical service support at no cost to the City. The City reserves the right to conduct manufacturing site inspections, reject inferior products, and cancel orders if delivery issues or quality problems arise.

General Specifications:
Product shall be a liquid blend made from dry raw materials of sodium and potassium orthophosphate and polyphosphate ingredients. There must be at least four distinct and active phosphate ingredients intentionally combined to form a blended product, with all raw materials present at 5% or greater based on dry weight. Dry weight shall be defined as the weight of ingredients other than added water not pertaining to waters of hydration.
Vender shall supply the City of DeLand, Florida a list of the four (minimum) ingredients included in the product proposed. Since formulations of blended phosphate are normally proprietary in nature, percentage of product components will not be required, however CAS numbers will be.
The product supplied shall be of food grade and shall not contain any soluble mineral or organic substance in quantities capable of producing deleterious or injurious effects to the health of persons consuming water that has been properly treated with the product.
Product shall be certified to meet ANSI/NSF Standard 60 Direct Additives for Drinking Water and shall be found to be acceptable for potable use in Florida by State regulatory agencies.
There shall be no use of phosphoric acid in product composition, and the product will be made from dry raw materials.
Product shall meet the following technical specifications:
Color: Clear
Specific Gravity: 1.34 ± 0.02 Weight/Gallon: 11.1 - 11.2 Total Phosphate: 34 - 37 % Total Phosphate as PO4 29 - 31 % pH (1% solution ): 6.2 - 6.6 pH (neat product ): 5.2 - 5.8
Liquid product shall contain 30% +/- 2% orthophosphate measured as PO4. This percentage is determined by the ratio of orthophosphate to total phosphate measured as PO4 in the liquid product. Ingredients containing significant amounts of zinc or sulfite are not acceptable.
Pre-Qualifications to Bid
Only products previously used for corrosion control in the City of DeLand Water Facilities shall be bid. Product must be previously tested for lead, copper & mild steel leaching control effectiveness at two (2) specific City of DeLand Water Treatment finished water locations for a minimum of sixty (60) days prior to be listed as a qualified product to be considered for inclusion in prospective bid list, unless the company has previously supplied product to our plant facilities for a duration of at least one year. Testing shall be at the vendor’s expense.
Acceptance or rejection of product as an effective inhibitor is based on these tests and sole decision basis for pre-qualification. No other product will be considered.
Inspection and Testing Requirements
Bidder(s) may be required to furnish satisfactory samples for testing for compliance with this specification, or otherwise prove to the satisfaction of the City of DeLand, Florida that the proposed material complies with the requirements. Each bidder shall supply, if requested, three current references of users to whom they are supplying the specific material proposed to meet these specifications.
The determination of the percentage of orthophosphate to total phosphate measured as orthophosphate will be by the colorimetric method as described in APHA Standard Methods 17th Ed. in Section 4500 or by any other approved method before and after hydrolysis. Any product that does not test within the required range will be rejected.
Product stability shall be such that storage in a polyethylene tank for eight (8) months will not affect compliance with the 30% +/- 2% orthophosphate requirement. Each product drum/ container must be accompanied with NSF certification stamp.
The City of DeLand, Florida reserves the right to make inspections to manufacturing site or product tests (hydrometer testing) as necessary to ensure the delivery of a satisfactory product. Any inferior product received may be rejected and the balance of the order canceled immediately.
The City may, at its own discretion, perform performance tests on the product supplied during the term of the contract. Distribution system performance will be measured by copper and lead leaching analysis of distribution system and plant samples and by system tests for PO4 and total phosphate. These tests will be performed and results evaluated by the City of DeLand, Florida to determine acceptable performance. Acceptable performance can generally be defined as corrosion inhibition equal to the Florida DEP requirements for corrosion control optimization.
Successful bidder may need to furnish corrosion coupons of mild steel to be installed at locations designated by the City of Deland, Florida for monitoring of corrosion rate.
Coupons are to be evaluated by an independent testing laboratory acceptable to the City of DeLand, Florida. The number of coupons required will be (16) mounted in (4) racks provided by the successful bidder and are to be evaluated at times agreed upon by the City of DeLand, Florida and the successful bidder.
Delivery Requirements
Delivery shall be accepted when and as needed and shall be made within 96 hours of notification of need. Supplier shall be responsible for loading and unloading of chlorine cylinders to specified storage area.
General Requirements
The vender must have technical service capability to provide the City of DeLand, Florida testing and consultation, and to resolve field problems on site at no cost to the City of Deland, Florida on an as needed basis.
All bid proposals shall be accompanied by the required Material Safety Data Sheet in accordance with the Federal "Right-to-Know" Regulations implemented by the Occupational Safety and Health Administration. No bids will be accepted without this required information.
