About this file
This is Addendum #2 to an Invitation to Bid (ITB) issued by the City of DeLand, Florida Finance Department for water treatment chemicals (ITB B-26-18). The addendum clarifies that a Certificate as to Corporate Principal form has been attached to the bid package and announces a critical change to the proposal opening date and time, moving the bid submission deadline to September 15, 2026 at 2:00 P.M. The scope of work encompasses five chemical product categories for the Wiley M. Nash Water Reclamation Facility: flocculant polymers for rotary drum thickeners (28 drums, 441-pound drums), flocculant polymers for biosolids centrifuges (50 totes, 575-pound totes), flocculant polymers for effluent diamond filters (12 drums, 441-pound drums), liquid chlorine (700 cylinders, 150-pound cylinders), poly/orthophosphate (60 drums, 55-gallon drums), and liquid aluminum sulfate (240 tons). All other terms and conditions of the original bid package remain unchanged. The contract term runs October 1, 2026 through September 30, 2028, with three optional one-year renewal periods available.
Pricing shall be submitted on an F.O.B. destination basis with firm and fixed pricing for the initial two-year term. All bids must include a 5% bid bond, and awarded contractors must obtain a 100% performance and payment bond recorded with the Clerk of the Circuit Court in Volusia County. Insurance requirements include $1,000,000 combined single limits for general liability and auto liability, and statutory workers' compensation coverage. Vendors must be manufacturers or direct designated resellers; the City currently uses Polydyne SE 2157 and Polydyne SE 2199 polymers. All deliveries must be completed within 96 hours of notification with the supplier responsible for loading and unloading. Testing requirements apply unless the vendor proposes a product currently in use by the City. Bidders must comply with non-collusion, drug-free workplace, human trafficking, and Scrutinized Companies List affidavits, with E-Verify compliance mandatory post-award.
