About this file
This is Addendum #3 to an Invitation to Bid issued by the City of DeLand, Florida Finance Department for water treatment chemicals (ITB B-26-18). The addendum addresses a contractor question regarding eligibility of manufacturers whose products meet specifications but have not been previously tested by the City. The City clarified that if such a contractor submits the lowest bid, the City will delay award until bench testing is completed. If the contractor is not the lowest bidder, bench testing may be deferred to the next bid opportunity. The proposal opening date and time remain September 15, 2026 at 2:00 P.M., with all other bid terms and conditions unchanged.
The addendum provides critical guidance for bidders evaluating whether to propose untested products. This clarification indicates the City's willingness to consider new manufacturers and products while maintaining quality assurance through testing protocols. The policy prioritizes cost competitiveness by requiring testing only when economically advantageous, allowing the City to pursue lower-cost alternatives while protecting service continuity through its established testing procedures for new suppliers.

TO ALL PROSPECTIVE CONTRACTORS
This is an Addendum to and shall be considered as part of the original Bid package for the above-mentioned Bid. Contractors are requested to acknowledge receipt of this Addendum with their
Submission.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
1. Q: Could you please clarify whether a manufacturer whose product meets all specified requirements but has not previously been tested by the City is eligible to submit a bid?
A: If a contractor wants to bid for a chemical and is the lowest the City will wait to award until they complete the bench test. If the contractor is not the lowest-bidder then the bench test could be used for the next bid opportunity.
Please note that the proposal opening date and time remains September 15, 2026 @ 2:00 P.M. All other terms and conditions remain unchanged.
Sincerely, Corey McMillen, CPPB Purchasing Manager
