About this opportunity
The State of Utah Division of Purchasing, on behalf of the Department of Cultural & Community Engagement (CCE) Marketing and Communications, is requesting statements of qualifications for video production services across nine divisions, with qualifications due June 8, 2026. This is an RFSQ under Utah Procurement Code 63G-6a Part 15 (Design Professional Service Providers and Consultants); the highest-ranked vendor will be selected to negotiate a contract at compensation determined to be fair and reasonable, with the state retaining the right to negotiate with the next-ranked vendor if agreement cannot be reached. Vendors must not include pricing in their qualifications submissions.
The scope spans annual production of 13 program-specific videos (3–8 minutes), 13 social media clips (30 seconds), 5 longer-form pieces (7 minutes), and 3–5 edit-only projects annually. Deliverables include filming, post-production and editing, professional closed captioning, color grading, audio enhancement, and final delivery in high-resolution .mov and .mp4 formats with organized Adobe Premiere Pro project files and raw footage. The contractor must demonstrate 3–5 years of professional video production experience in industry, educational, or governmental settings; proven ability to navigate federal, state, tribal, nonprofit, educational, and community stakeholders; and consultative capability to coach agency staff through production workflows. Technical requirements mandate professional editing hardware and Adobe Premiere Pro, with bi-weekly check-ins with the CCE marketing team.
The contract term is five years. Mandatory qualifications include minimum three to five years in business with a portfolio demonstrating industry, educational, or governmental work and in-house video and audio collection and editing capability. Evaluation is scored on quality of reel and past projects (33.3%), technical capacity and process (25%), and portfolio (41.7%), totaling 600 points; a minimum 420 points (70%) is required to advance. Vendors must comply with FedRAMP or GovRAMP standards where processing state data, E-Verify employment verification, commercial general liability insurance of at least one million dollars per occurrence and three million dollars aggregate, and all federal and state civil rights and data privacy laws.
