About this file

This is a Scope of Work document for video production services issued by the State of Utah Department of Cultural & Community Engagement (CCE) Marketing and Communications team. The CCE seeks an experienced freelance video production and editing partner to produce high-quality marketing videos and social media content for nine divisions: Arts & Museums, STEM Action Center, Historical Society, UServe, Multicultural Affairs, Indian Affairs, State Historic Preservation Office, State Library, and Pete Suazo Utah Athletic Commission. The primary deliverables include 13 program-specific videos (3-8 minutes) annually, 13 social media clips (30 seconds), 5 longer-form pieces (7 minutes), and 3-5 edit-only projects per year where the contractor processes client-provided footage. Additional services include event coverage with comprehensive filming and high-fidelity audio capture, post-production and editing with full workflow management including color grading and audio enhancement, and professional closed captioning for accessibility compliance. The contractor must provide final deliverables in high-resolution .mov and .mp4 formats along with organized Adobe Premiere project files and unused raw footage. The contract term is five years with compensation to be negotiated based on fair and reasonable rates determined during vendor negotiations.

The procurement is conducted under Utah Procurement Code 63G-6a Part 15 for Design Professional Service Providers and Consultants, and pricing should not be included in qualifications submissions. Qualified contractors must demonstrate 3-5 years of professional experience in industry, educational, or governmental work, proven stakeholder navigation abilities with federal, state, tribal, non-profit, educational, and community entities, and a consultative approach to coaching staff through production processes. Technical requirements mandate use of professional editing hardware and Adobe Premiere Pro software, with bi-weekly check-ins with the CCE Marcomm team to monitor adherence to project timelines and brand guidelines. The highest-ranked vendor will be selected to negotiate contract terms, with the option to proceed to the next-highest ranked vendor if fair and reasonable compensation cannot be agreed upon with the initial selection.

CCE Video Production Services Scope of Work: Video production and editing for the Utah Department of Cultural & Community Engagement (CCE)

1. Introduction The Department of Cultural & Community Engagement (CCE) Marketing and Communications team, in collaboration with various division teams, is seeking experienced freelance video production and editing partners. Our objective is to scale our production of high-quality marketing videos and social media reels that tell the unique stories of our nine divisions (Arts & Museums, STEM Action Center, Historical Society, UServe, Multicultural Affairs, Indian Affairs, State Historic Preservation office, State Library, and Pete Suazo Utah Athletic Commission). We are looking for a creative partner who can translate complex community and cultural initiatives into engaging visual narratives.

2. Background Over the past year, the CCE Marcom team has seen a significant surge in the demand for video content as a primary storytelling medium. This growth has exceeded our current internal capacity. Our goal is to empower our divisions to grow their digital footprint on websites and social media channels. Beyond public engagement, these videos serve as vital transparency tools for the Utah State Legislature, demonstrating the tangible impact and breadth of the programs they fund.

3. Contractor Requirements & Scope In the past year, the nine divisions above purchased 13 videos. This number is not guaranteed but an example of the demand per year. The selected contractor may be responsible for the following deliverables:

1. Program-Specific Videos: Production of videos, 3–8 minutes in length. These will include interviews and on-site filming to capture the essence of specific projects.

2. Social Media Content: Production of up to short-form videos (30–60 seconds) optimized for social media, either derived from the longer pieces or targeted at specific events and workshops.

3. Long-Form Content: Potential production of comprehensive videos (20–30 minutes) featuring professional chaptering for educational or archival use.

4. Event Coverage: Comprehensive filming of live event programming for archival purposes. The Contractor may be expected to provide continuous, start-to-finish recording of key sessions, presentations, or speeches (e.g., keynote addresses, public remarks). This includes ensuring clear, high-fidelity audio capture of speakers and stable, high-definition video documentation.

5. Post-Production & Editing (Client-Provided Footage): The Contractor shall provide post-production and editing services for raw footage and audio provided by the Client. The Contractor is responsible for the full post-production workflow, including media organization, creative narrative structuring, color grading, audio enhancement, and final export to meet specified technical standards.

6. Provide (13) 2–3-minute videos AND (13) 30 second social clips created from the longer videos annually. And (5) 7-minute longer pieces.

7. Post production work: 3 to 5 "edit only" projects per year where CCE hands footage to Contractor to edit, not end-to-end production work.

Operational Expectations

· Collaboration: Work closely with CCE Marcom staff to scope stories, identify interview subjects, and coordinate travel for filming.

· Review Process: Provide rough drafts within a timeline that allows for internal CCE review and external partner/federal public affairs approvals.

· Accessibility: Provide accurate closed captioning for all produced video content to meet state accessibility standards.

4. Contractor Qualifications

· Stakeholder Navigation: Proven experience working with diverse groups, including federal, state, and tribal entities, as well as non-profits, educational, industry and community partners.

· Consultative Approach: Ability to coach staff members through the production process, from initial concept to final completion.

5. Technical & Video Production Requirements To ensure compatibility with our internal workflows, the contractor must utilize:

· Capable professional editing hardware.

· Adobe Premiere Pro software.

Project Management: The contractor will meet with the CCE Marcomm team every two weeks. Performance will be measured by adherence to established project timelines, deadlines, and the successful posting of content to web platforms.

6. Compliance & Standards The contractor must strictly adhere to CCE brand guidelines and professional state standards. Continuous feedback will be provided during the bi-monthly check-ins to ensure alignment with department goals.

7. Project Deliverables Final deliverables must include:

· High-resolution exports in .mov and .mp4 format.

· Complete, organized, and properly titled Adobe Premiere (.prproj), Adobe After Effects (.aep), or any other working project files to ensure the department retains long-term access to the assets.

· Any unused raw footage that was captured.

8. Submission Requirements Interested parties must provide the following:

· Documentation of 3–5 years of professional experience in industry, educational, or governmental work.

· A description of the editing and field collection process.

· A portfolio or "reel" containing only three (3) varied project examples.
