About this opportunity

The City of Newark, New Jersey is seeking bids for Video Production Services (ITB #2024-10) through Essex County via the City's e-Procurement Portal, with electronic submissions required by 10:15 am on Thursday, May 16, 2024. The procurement encompasses a two-year contract for comprehensive video production services supporting the Office of the Mayor, Municipal Council, and City Clerk's Office, with contractor availability required seven days a week, 24 hours a day on an on-call basis. Required services include videotaping events outside Newark City Hall, operating video control panels in the Municipal Council Chamber, staffing the Newark Television Studio at Symphony Hall, producing Municipal Council meeting programming, and providing professional-grade equipment including cameras, lighting, and microphones. The pricing structure is based on flat-rate hourly fees for varying service categories: one to four camera operators, off-line and on-line editing, technical assistance, and DVD copying services (both bulk copies of 100+ units and individual copies). All contractor costs including labor, materials, supplies, transportation, and handling must be included in the quoted rates with no additional City-approved expenses permitted. Monthly invoicing will be submitted detailing actual time spent on assignments, with a contractual provision requiring contractor notification when expenditures reach 75 percent of the authorized amount.

Bidders must submit mandatory compliance documentation including a New Jersey Business Registration Certificate, Affirmative Action materials, insurance certificates, Equal Employment Opportunity Language acknowledgment, Americans with Disabilities Act compliance certification, Statement of Ownership Disclosure, Bidder Qualification Questionnaire, Political Contribution Disclosure, and certifications regarding sweatshop labor and investments in Sudan and Iran. The Iran Investments disclosure form requires certification that the bidder and any parent entities, subsidiaries, or affiliates are not engaged in investment activities as defined by the New Jersey Department of Treasury's Chapter 25 list, with violations subject to sanctions, compliance actions, contract default declaration, debarment, or suspension. The City reserves the right to award the contract to multiple vendors and emphasizes local hiring and equal employment opportunity throughout the procurement process. No specific contract value or budget range is explicitly stated in the solicitation documents, though the specifications reference a contract amount threshold at 75 percent that triggers notification requirements. The bid opening will be conducted virtually via Zoom following the May 16, 2024 deadline, with bidders strongly cautioned to submit well in advance of the deadline to avoid system access issues after the posted closing time.
