About this opportunity

The City of Newark, New Jersey is soliciting bids under ITB 2026-17 for lawn maintenance services at parks, entryways, and aisles, with questions due November 13, 2026 and sealed electronic bids due December 1, 2026 at 2:00 p.m. Bids are accepted only through the City's ProcureNow e-Procurement Portal, and late submissions are rejected. Bids are publicly opened and read aloud at the deadline. Bidders must submit a federal non-debarment certification with a Unique Entity ID and CAGE/NCAGE Code, a New Jersey Russia and Belarus prohibited-activities certification, an Iran Chapter 25 investment disclosure, and a Form W-9, which the City requires before payment and which otherwise triggers 24% backup withholding.

Scope covers bi-weekly mowing from April 1 through November 30, maintenance of flower beds, trees, and shrubbery, and as-needed cleaning and upkeep of entryways and aisles. The contract spans 43 parks and facilities ranging from about 0.05 to 30 acres, 26 entryways across six wards, 17 aisles, and 8 entryways and ramps. Work must be performed Monday through Friday, 8:00 a.m. to 6:00 p.m., and the City of Newark and its designee verify all work. The contractor must obtain all permits and licenses and prepay transportation, with delivery F.O.B. destination. Place of performance is Newark, located in Essex County.

The initial term is 24 consecutive months with one two-year extension. Pricing is unit-based per park, with separate per-location pricing for aisles and entryways and separate pricing for the extension periods. Prices must remain firm for the contract term and include all labor, materials, supplies, transportation, and handling. No minimum purchase is guaranteed. The City may add or remove sites at any time, and new sites require the contractor's written quote subject to City approval. The contract is contingent on annual appropriation of funds, and the City may terminate for convenience on 60 calendar days' notice or immediately for contractor default. Payment is made every 30 days after receipt of an approved invoice. The City will award to the lowest responsive and responsible bidder under N.J.S.A. 40A:11-4.
