About this opportunity
The Oregon Judicial Department (OJD) is seeking consulting services for Veterans Treatment Court (VTC) Program Expansion through Request for Proposal (RFP) No. S-19800-00014538. The primary objective is to provide statewide consulting services focused on expanding treatment court coverage for Service Members and Veterans (SMV). Key deliverables include conducting a comprehensive Gap Analysis to identify treatment court coverage gaps, developing and delivering a community and treatment court team readiness assessment tool, and creating an implementation toolkit. The contractor must develop a project plan within 60 days of contract execution, conduct monthly meetings with OJD, and submit quarterly reports. Minimum qualifications require proposers to possess necessary licenses and demonstrate at least 5 years of experience providing similar services, with preferred qualifications including training in Sequential Intercept Model facilitation and education about military culture and treatment courts. The RFP evaluation will utilize a 500-point scoring system, with points allocated across categories such as Proposer Qualifications (30 points), Proposer Overview (80 points), Prior Experience (110 points), Project Understanding (110 points), Staff Qualifications (90 points), References (30 points), and Cost (50 points). A pre-proposal conference is scheduled for November 14, 2025, at 10:30 a.m. (PT), with questions due by November 21, 2025, at 12:00 p.m. (PT), and proposals due January 9, 2026, at 3:30 p.m. (PT).
The procurement includes provisions for Certified Firms under Oregon's Business Inclusion and Diversity (COBID) program, encouraging participation across several business enterprise categories including Disadvantaged Business Enterprise (DBE), Minority-Owned Business Enterprise (MBE), Woman-Owned Business Enterprise (WBE), Service-Disabled Veteran-Owned Business (SDV), and Emerging Small Business (ESB). The project is entirely funded by a federal grant from the United States Department of Justice (Award No. 15PBJA-24-GG-03973), with a four-year grant valued at $2.5 million awarded in October 2024. Proposers must provide three references from work completed within the last five years and submit a Reference Check Form. The contract will require comprehensive insurance coverage, including Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($1,000,000 per claim), and Automobile Liability ($1,000,000 combined single limit). While specific contract value is not explicitly stated, the cost proposal must specify a firm fixed price inclusive of all labor, goods, services, travel, and materials. Currently, Oregon operates seven Veterans Treatment Courts statewide, and this expansion effort aims to enhance and improve treatment court services for justice-involved Service Members and Veterans.
