About this file

This Addendum No. 1 document issued by the Oregon Judicial Department (OJD) provides clarification responses to proposer questions regarding RFP No. S-19800-00014538 for Veterans Treatment Court Program Expansion Consulting Services. The addendum addresses inquiries concerning project scope, timeline, staffing expectations, and contract terms. The performance period extends from contract execution through August 2028, representing approximately 29 months of work. Proposers are required to allocate sufficient full-time equivalents (FTE) to support all deliverables, including coordination with the OJD project team, stakeholder engagement and outreach with travel, and development of key deliverables such as gap analysis, readiness assessment, and implementation toolkit. The deadline for submission of written questions or requests for clarification regarding provisions in this addendum is 3:30 PM Pacific Time on Tuesday, December 9, 2025.

OJD has not identified a maximum budget or anticipated funding level for the contract award. The focus of the scope of work is to increase access to the Veterans Treatment Court model by implementing a framework aligned with treatment court best practices and supporting partially remote operations for justice-involved Service Members and Veterans. Circuit courts expressing interest in launching new Veterans Treatment Courts will be supported through OJD's existing onboarding process. Regarding contract terms, OJD partially approved a request to modify language in Section 11.a.(3) regarding Contractor Representations and Warranties, and partially approved adding language to Section 14.e. to allow contractors to identify the State as a sponsor in scientific publications. OJD denied the request for contractors to retain intellectual property rights and derivative work licenses, and denied a request to limit indemnification obligations to claims caused by contractor negligence.
