About this file
This document is an RFP attachment from an Office of Justice Programs (OJP) grant for Veterans Treatment Court Program Expansion Consulting Services (RFP No. S-19800-00014538). Exhibit A outlines the flow-down clauses and federal compliance requirements applicable to contracts funded, in whole or in part, by OJP grants. The document establishes the regulatory framework governing vendor obligations rather than detailing specific deliverables, quantities, timelines, or project scope elements typical of standard solicitations.
The attachment mandates vendor compliance with multiple federal regulations and statutes, including the Office of Management and Budget's Uniform Administrative Requirements (2 C.F.R. 200 et seq.), the Age Discrimination Act of 1975, Civil Rights Act of 1964 (Title VI), Education Amendments of 1972 (Title IX), Rehabilitation Act of 1973 (Section 504), and the Trafficking Victims Protection Act. Vendors must certify non-debarment status per Executive Orders 12549 and 12689, comply with lobbying restrictions under 31 U.S.C. § 1352, provide rights to inventions under 37 CFR part 401, and ensure employees or contractors cannot be required to sign confidentiality agreements that restrict reporting of waste, fraud, or abuse to federal investigators. For federal funding requests exceeding $100,000 involving non-federal funds for lobbying activities, vendors must submit Standard Form LLL, "Disclosure of Lobbying Activities."
