About this opportunity
The Massachusetts Division of Marine Fisheries (MADMF) is seeking a single commercial lobster fisher with a qualified vessel to conduct a Ventless Lobster Trap Survey in the Gulf of Maine (NMFS Area 514), specifically in LCMA 1 Zone A. The selected contractor will be responsible for baiting, setting, hauling, and maintaining MADMF-owned lobster traps for population monitoring purposes. The project requires the vessel to be between 28-48 feet long, capable of cruising at 10+ knots, and equipped with required navigation and safety equipment to accommodate two scientists. Contractors must complete 3 sea-days per month over 4 months (June-September 2025), with additional days for initial setup and removal. Key qualifications include a valid Massachusetts commercial lobster license, Coast Guard safety certification, and appropriate insurance coverage. The bid response is due by March 14, 2025, with an anticipated contract start date of May 1, 2025. Evaluation criteria will include bid amount, contractor qualifications and experience, vessel appropriateness, and past performance, with a scoring methodology using a 0-5 point scale across multiple assessment categories.
The procurement opportunity encourages participation in the Small Business Purchasing Program (SBPP), though it is not a mandatory requirement. The contract includes a minimum 1% Supplier Diversity Program (SDP) commitment. The procurement is structured as a fee-for-service contract with an estimated total value of $150,000, with no maximum obligation amount. The initial contract term runs through June 30, 2026, with provisions for three additional one-year renewal options, potentially extending the contract to a maximum of 4 years. MADMF will provide traps, groundlines, and weak rope, while the contractor must supply bait and buoys (with reimbursement up to $400/year for lost buoys). Importantly, the contractor cannot land any catch from the survey gear. Responses must be submitted electronically through the COMMBUYS system, and contractors will be required to complete a Massachusetts Substitute Form W-9 and Prompt Pay Discount form as part of the procurement process.
