About this opportunity

The Massachusetts Division of Marine Fisheries (DMF) is seeking professional diving retailers to provide comprehensive scientific diving equipment and support services for year-round operations in coastal Massachusetts and New England waters. The Request for Response (RFR) aims to award multiple contracts to vendors capable of supplying air fills, diving supplies, equipment, specialized underwater photographic equipment, and performing repairs, maintenance, and inspections for DMF diving equipment. Evaluation criteria will focus on vendors' ability to supply equipment, provide timely repairs, offer competitive pricing, comply with Department of Transportation requirements, meet air quality standards, and demonstrate experience with scientific diving programs. The procurement is structured as a limited user contract that can be utilized by DMF, other Department of Fish & Game divisions, Massachusetts Coastal Zone Management, and state police. The bid is scheduled to be released on 10/24/2025, with bid responses due by 11/1/2028, and an estimated variable contract start date. Bidders must provide detailed pricing information, including discount rates for equipment, air fills, rentals, and service rates for various diving equipment brands.

The procurement encourages participation from small businesses located in Massachusetts through the Small Business Purchasing Program, potentially offering opportunities for disadvantaged or local enterprises. Vendors must complete a Substitute Form W-9 and provide their taxpayer identification information, with additional requirements for those receiving federal grant funds to submit a Unique Entity Identifier registered in the System of Awards Management. The contract is structured for an initial 3-year period with two additional 3-year renewal options, potentially extending the contract up to 9 years total. While specific budget ranges were not explicitly detailed in the documents, the comprehensive nature of the services suggests a substantial procurement opportunity for qualified diving equipment and support service providers. Contractors will be required to complete standard Massachusetts contract forms, including an Authorized Signatory Listing, and may benefit from offering prompt payment discounts to enhance their competitive positioning. The procurement represents a significant opportunity for diving equipment retailers and service providers to establish a long-term partnership with the Massachusetts Division of Marine Fisheries.
