About this file

This document is a Bid Evaluation Scorecard from the Massachusetts Division of Marine Fisheries for a vessel services contract for a Ventless Lobster Trap Survey in the Gulf of Maine (NMFS Area 514). The procurement seeks one commercial lobster fisher and vessel to conduct lobster population monitoring, with a maximum of one contract to be awarded in LCMA 1 Zone A. The evaluation scorecard outlines a scoring methodology using a 0-5 point scale across multiple criteria including boat specifications, captain's experience, estimated steam time, and past performance.

The bid evaluation process includes five key scoring categories, each with a multiplier of 5, indicating equal weight across boat size/specifications, captain's experience, steam time, bid price, and past performance. The procurement team, led by Tracy Pugh and including evaluators D. Perry and J. Swinford, will use this scorecard to systematically assess and rank potential contractors. The scoring approach allows for a comprehensive and structured evaluation of potential vessel service providers, ensuring a thorough selection process for this marine fisheries research project.

Only the first 3 items are permanently set, the last 3 items (AMP, SOWMBA, Past Performance) may be tabbed to removed or typed over if the PMT is using different evaluation criteria.
