About this file
This document is a PREA Zero Tolerance Policy and Reporting guide related to Nevada's correctional facilities vending services contract opportunity. The policy establishes procedures for reporting and addressing incidents of sexual abuse and sexual harassment within the state's correctional system. The document outlines the Nevada Department of Corrections' commitment to maintaining a zero-tolerance approach toward these incidents, detailing the responsibilities of staff, contractors, and volunteers in identifying, reporting, and responding to violations. The policy includes definitions of prohibited conduct, guidance on victim support and medical care, investigation procedures, and disciplinary actions. It emphasizes confidentiality protections for reporters and victims while ensuring accountability and transparency in the handling of allegations across all correctional facilities throughout the state.
The document serves as a compliance and operational framework that any vendor providing vending services at state correctional facilities must understand and support. As a supporting policy document for the vending services contract, it establishes the regulatory environment and institutional culture that vendors must respect during their operations on facility grounds. The policy does not contain specific pricing terms, set-asides, funding amounts, or contract award information, but rather defines the mandatory behavioral standards and reporting requirements that will govern all activities within the correctional facilities where vending services will be provided.
