The Missouri Department of Corrections is soliciting bids under IFB DOC 0000000087SL for vending machine services at the Poplar Bluff Community Supervision Center, with bids due December 3, 2026 at 2:00 p.m. Central Time through MissouriBUYS. A Missouri Service-Disabled Veteran Business Enterprise (SDVE) preference of three bonus points applies to qualified vendors certified by the State of Missouri Office of Equal Opportunity by the bid opening date.

The contractor must provide, install, and maintain beverage machines, snack machines, cold food machines, and bill changers as detailed in Attachment 1 at 1441 Black River Industrial Park Road, Poplar Bluff, Missouri 63901. The contractor bears responsibility for equipment, taxes, licenses, merchandise security, and repairs within one working day.

Compensation is a firm fixed commission rate applied as a percentage of gross sales, with estimated annual gross sales of approximately $25,200. Commission payments are due by the 15th of each month, with 60 percent payable to the Canteen Fund and 40 percent to the PBCSC Personnel Club. The contract period runs January 1 through December 31, 2027, with the Department holding the right to renew for two additional twelve-month periods. The Department may terminate for convenience with thirty days' notice and may cancel immediately for material breach.

Facility tours are not mandatory, but vendors must request one by contacting Melinda Colbert at (573) 778-5016 at least four days before the desired date. Questions go to Buyer of Record Craig Lee, Procurement Officer II, at (573) 526-0591 or Craig.Lee@doc.mo.gov. The bid pricing page must carry a price of zero in the price section, or the bid is considered unresponsive. The Department will award to a responsive and responsible vendor.
