About this opportunity

The Missouri Department of Corrections Division of Offender Rehabilitative Services is soliciting bids under Invitation for Bid (IFB) DOC OFFENDER REHAB 0000000005SL-ER234N7004 to establish a Qualified Vendor List for tattoo supplies, accessories, and materials for vocational classes, with bids due December 2, 2026 at 2:00 p.m. through MissouriBUYS. Qualifying bidders receive evaluation preferences rather than set-aside eligibility: a 10% Buy American preference for domestically manufactured products, bonus preference points of 5 to 15 for Organizations for the Blind/Sheltered Workshop participation, and 3 bonus points for Missouri Service-Disabled Veteran Business Enterprise certification.

Vendors supply tattoo materials and accessories for vocational classes at state correctional facilities listed in Attachment 1, and each listed facility may order directly from awarded vendors. Pricing must be a firm, fixed percentage discount off the vendor's Manufacturer's Suggested Retail Price, applied to a price list or catalog that remains unchanged for the contract period and any renewals. Vendors provide pricing as a printed hard copy, electronic version, or online web-based access. The Department desires no minimum order quantities, no restocking fees, and delivery within twenty-one business days of order receipt, with packing, handling, shipping, and freight included on an FOB Destination, Freight Prepaid and Allowed basis.

The initial contract runs from award through one year, with two additional one-year renewals at the Department's discretion. The Department anticipates awarding contracts to all vendors determined responsive to mandatory specifications and requirements. Quote requests are evaluated and awarded on lowest cost, with the preferences above applied. Payment is due within forty-five days of product receipt and invoice, by electronic funds transfer or state purchasing card. The attached IFB file is labeled a draft.
