About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting bids for vehicle repair services at Austin State Supported Living Center, with bids due October 19, 2026, at 10:30 a.m. The awardee must hold ASE Certification at the business level.

The scope covers comprehensive vehicle maintenance and repair including tire services (installation, balancing, flat repair), brake repair, alignments, oil changes, air conditioning, engine diagnostics, Texas state inspections, and emissions testing for major tire brands (Michelin, BFGoodrich, Uniroyal). All parts must carry a 12-month or 12,000-mile warranty and be new per vehicle specification; OEM aftermarket parts are acceptable if they meet warranty standards. The contractor must respond to service calls within four hours during regular business hours (Monday through Friday, 8 a.m. to 5 p.m. Central Time) and provide wrecker service within two hours for mechanical breakdowns.

Bidders must demonstrate a minimum of three years' relevant experience and provide three verifiable references. All contractor personnel must pass comprehensive background checks at the contractor's expense, including DPS criminal and sex offender checks.

The historical spend for similar services is $24,999 for the period September 2022 to August 2023, though HHSC provides no guarantee of volume or compensation. The initial contract term expires August 31, 2027, with one one-year extension option available at HHSC's sole discretion. Pricing must be submitted as firm, fixed prices on Exhibit C-Pricing Sheet covering labor, equipment, materials, and supplies. HHSC reserves the right to adjust prices annually based on Consumer Price Index formulas upon contractor request and agency approval.

Required insurance includes Workers' Compensation ($1,000,000 per occurrence), Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000), and Umbrella Liability ($1,000,000). Questions were due October 7, 2026; responses to clarifications were posted October 12, 2026. An addendum issued October 12 clarified that ASE certification documents must be included in the bid response. Bids may be submitted in-person at HHS Procurement and Contracting Services, 1100 W. 49th Street, Austin, Texas, or through the HHS Online Bid Room.
