Vehicle Repairs for Austin State Supported Living Center - Solicitation Addendum

This is a Solicitation Addendum Acknowledgement Form (PCS 121) issued by the Texas Health and Human Services Commission (HHS), Procurement and Contracting Services division, for the solicitation of vehicle repair services at the Austin State Supported Living Center (Solicitation Number HHS0018022). The addendum was issued on October 12, 2026, with a solicitation due date and time of October 19, 2026, at 10:30 a.m. Respondents are required to acknowledge receipt of this addendum by signing and returning it with their solicitation response in accordance with submission instructions, or by emailing the signed acknowledgment to pcsbids@hhs.texas.gov prior to the solicitation deadline. Failure to return the acknowledgment may result in disqualification of the response.

The addendum addresses a critical clarification regarding contractor qualifications. The original solicitation (Section 7.2.6, page 13) required that "the Contractor shall be ASE Certified." In response to a bidder question, HHS clarified that ASE certification is required at the business level rather than requiring individual technician certifications, and that ASE certification documents must be included in the bid response. The procurement contact is Josephine Alpizar at josephine.alpizar@hhs.texas.gov, telephone 512-776-2395, with the Associate Commissioner for PCS overseeing this solicitation.
