About this opportunity
The Maryland State Department of Education, Division of Rehabilitation Services (DORS) is requesting quotations for vehicle modification services on a 2025 GMC Sierra, with the original bid deadline of December 1, 2026 extended to January 2, 2026 at 12:00 noon via Addendum No. 2. NMEDA Quality Assurance Program certification is mandatory and must be provided with the bid submission — this is the central eligibility filter.
Addendum No. 1, issued December 18, 2025, removed the Certified Small Business (CSB) set-aside designation that appeared in the original RFQ. The procurement is now open to all qualified vendors.
The scope involves supply and installation of adaptive equipment on a 2025 GMC Sierra 1500 to serve a DORS consumer with a C6-C7 spinal cord injury. Modifications include ATC passenger-side conversion with front entry automatic lift, primary driving controls (hand controls, electronic gas/brake system, Tripin steering aid, quad key adapter), wheelchair restraint system (QLK-150) with upper torso support, and consumer pickup/dropoff vehicle transport. All work must comply with Federal Motor Vehicle Safety Standards, National Highway Transportation Safety Administration regulations, and American Disabilities Act requirements as specified in the Vehicle Equipment Adaptation Prescription Agreement (VEAPA) Excel Workbook provided with the solicitation.
The estimated contract cost is $56,400 for the six-month term, January 12 through July 12, 2026. Work location is to be determined based on the awarded contractor's capabilities. Quotations are firm for 120 days after the due date; authorization to begin work is permitted within 90 days.
Questions were due December 18, 2025 at 10:00 a.m. Submissions must be made exclusively through eMaryland Marketplace Advantage; mailed, emailed, hand-delivered, or faxed bids will not be accepted. Bidders must provide references demonstrating comparable vehicle modification experience within three years, current insurance certificates, legal action summaries for the past five years, and state contract history within the last five years.
