About this opportunity
Palm Beach County Water Utilities Department is requesting proposals for utility distribution and collection system continuing engineering services under Project PBCWUD 26-019, with proposals due July 8, 2026 at 3:30 P.M. Up to five firms will be selected for a four-year term. A mandatory 20% Small Business Enterprise (SBE) participation goal applies, with up to 15 evaluation preference points awarded based on SBE dollar participation; State-certified SBE firms receive two points while County-certified SBE firms may receive up to three points if certified by the RFP due date.
The scope encompasses planning, engineering, condition assessment, land surveying, geotechnical, and architectural services across the department's infrastructure, including five wastewater treatment plants, five water treatment plants, reclaimed water facilities, and collection systems spanning 2,570 miles of water mains and 1,371 miles of gravity sewer. Representative projects include lift station upgrades, pipeline replacement and design, septic-to-sewer conversions, and hydraulic modeling. Firms must be certified in land surveying, topography, soils and foundation, mechanical engineering (wastewater collection and water distribution), electrical, structural, environmental, and subsurface utility engineering under Florida's Consultants' Competitive Negotiation Act (CCNA); teams with pending CCNA annual renewal applications may submit proposals provided recertification is obtained before the Final Selection Committee meeting. Proposals must utilize InfoWater as the standardized hydraulic modeling platform for sanitary, water, and storm systems; GIS data will be provided in Esri format. Individual project construction costs are estimated not to exceed $7.75 million, with professional services fees capped at $500,000 per study. Compensation is structured on an hourly not-to-exceed fee basis and/or lump sum arrangement, with labor rates subject to annual adjustment after the first year. Insurance requirements include $500,000 Commercial General Liability, $500,000 Business Auto Liability, and $3,000,000 Professional Liability. Contract award is projected for December 2026.
Proposals must include a Letter of Interest (maximum 10 printed pages or 5 double-sided pages), GSA Form SF 330, questionnaires, OSBD Schedules 1 and 2, certifications, and conflict of interest disclosures submitted in nine originals. Firms do not need a primary office in Palm Beach County, though local office participation of greater than 25% earns up to three evaluation points. The pre-proposal meeting was held June 8, 2026. Addenda 1–5 addressed meeting reschedule, certification and submission requirements, and Letter of Interest page limits, all issued June 30, 2026.
