About this file
This document is Addendum No. 3 issued by the Palm Beach County Water Utilities Department for Project No. PBCWUD 26-019, regarding Utility Distribution & Collection System Continuing Engineering Services. The addendum provides clarifications on technical requirements and data availability for firms responding to the RFP. Palm Beach County has established InfoWater as the standardized hydraulic modeling platform for sanitary, water, and storm systems that selected firms must utilize. GIS infrastructure data will be provided in Esri format to support project work. The addendum addresses certification requirements, clarifying that proposal teams must meet all specified CCNA categories listed in the original advertisement, though firms may submit proposals with pending CCNA annual renewal applications if recertification is obtained prior to the Final Selection Committee meeting.
The addendum does not address pricing terms, contract duration, renewal options, or funding sources. No information regarding set-asides, incumbent contractors, or specific financial requirements is contained within this document. The clarifications provided focus exclusively on technical specifications, data platforms, and qualification standards necessary for proposal submission and evaluation.

QUESTIONS AND ANSWERS:
Q1 – Can you please email me any and all information that is not listed on the PBC Vendor site?
A1 – All information relevant to this RFP is posted on the PBC Vendor site.
Q2 - Does Palm Beach County have standard platform(s) established for hydraulic modeling of the sanitary, water and storm systems that will be required by the selected firms? If so, what modeling platform(s) is/are standardized for each system?
A2 – All the hydraulic modeling is in InfoWater.
Q3 – Is GIS data available of the Palm Beach County infrastructure assets? If so, in what format and quality will be made accessible to the selected firms?
A3 – GIS data is in Esri (Environmental Systems Research Institute).
Q4 – For this contract, do the subs need to be certified for CCNA? Particularly, in the surveying category, we would like to have Dennis J. Leavy as part of our team, but he is no longer CCNA certified for category 5.01 Topography Land Surveying.
A4 – To qualify the solicitation, the proposal team has to meet all CCNA categories specified in the advertisement. It is acceptable for proposal firms that have submitted their CCNA annual renewal applications but have not yet received a confirmation of the recertification at the proposal due date, to submit their proposals. The recertification must be obtained prior to the Final Selection Committee meeting.
