About this opportunity

Utah Tech University is requesting proposals for media buying services and marketing strategy to reach prospective students through targeted campaigns, with proposals due September 25, 2026 under RFP 26-0824.

The scope centers on developing and implementing media buying strategies and marketing campaigns using university-created content to maximize enrollment conversions rather than brand awareness alone. The vendor must serve multiple audience segments: prospective students in Washington County and key markets throughout Utah and surrounding states, online degree seekers, and graduate program candidates. The vendor will be responsible for audience segmentation, media channel recommendations, performance metrics, and budget allocation strategy across digital and traditional channels.

Utah Tech University applies a Best Value evaluation standard rather than price-alone selection and reserves the right to increase or decrease quantities or award multiple vendors. The University encourages purchasing from State of Utah Contracts, and all USHE member institutions (Salt Lake Community College, Utah State University, Weber State University, University of Utah, Snow College, Utah Valley University, Southern Utah University, and technical colleges) may participate in resulting contracts through a Participating Addendum or direct agreement with the awarded vendor.

Vendors must certify they are not debarred, have no outstanding tax liens, and maintain comprehensive liability insurance of no less than one million dollars per occurrence and three million dollars aggregate. For service contracts, vendors must participate in E-Verify. Vendors with ten or more employees providing over $100,000 must certify non-participation in boycotts of the State of Israel. Pricing must be guaranteed for a minimum of ninety days, and Utah Tech University's standard payment terms are Net 30. The University discourages prepayments, deposits, and advance payments unless explicitly approved in writing prior to award. All work requires an official Purchase Order issued by the Purchasing Department before commencement.

Opportunity text

Utah Tech University is looking to partner with a media buying vendor to help us reach prospective students through a targeted marketing campaign using University created content. Rather than focusing solely on brand awareness, we want to prioritize reaching audiences who are most likely to enroll at Utah Tech, including prospective students in Washington County and key markets throughout Utah and surrounding states, as well as students interested in earning their degree online and those pursuing graduate programs. We are looking for a vendor who can help us develop and implement effective strategies for reaching each of these audiences and maximizing the impact of our marketing investment.
