RFP 26-0824: Media Buying Services

This Request for Proposal (RFP) is issued by Utah Tech University to procure media buying services and marketing strategy support. The university seeks to engage a qualified vendor to develop and implement targeted marketing campaigns designed to reach prospective students across multiple geographic markets and demographic segments, including Washington County residents, regional audiences throughout Utah and surrounding states, online degree seekers, and graduate program candidates. The primary objective is to maximize enrollment impact through strategic media placement and audience targeting rather than pursuing generic brand awareness initiatives. Vendors are expected to leverage university-created content and demonstrate expertise in developing customized strategies for distinct audience segments. The RFP specifies response submission requirements and evaluation criteria for assessing vendor qualifications, proposed methodologies, and cost-effectiveness of media buying approaches.

The proposal evaluation will likely emphasize vendor experience in higher education marketing, demonstrated success with student recruitment campaigns, media planning expertise across digital and traditional channels, and understanding of the geographic and demographic markets relevant to Utah Tech University's enrollment priorities. Vendors should be prepared to outline their approach to audience segmentation, media channel recommendations, performance metrics, and budget allocation strategies. The RFP structure typically requires detailed cost proposals, references from comparable institutional clients, and credentials of key personnel assigned to the account. Specific pricing terms, contract duration, and renewal options would be detailed within the full RFP documentation, along with any evaluation timeline or anticipated contract award date.

PART 1 – UNIVERSITY OBJECTIVES & SCOPE OF SERVICES

1. SOLICITATION OVERVIEW

Utah Tech University is looking to partner with a media buying vendor to help us reach prospective students through a targeted marketing campaign using University created content. Rather than focusing solely on brand awareness, we want to prioritize reaching audiences who are most likely to enroll at Utah Tech, including prospective students in Washington County and key markets throughout Utah and surrounding states, as well as students interested in earning their degree online and those pursuing graduate programs. We are looking for a vendor who can help us develop and implement effective strategies for reaching each of these audiences and maximizing the impact of our marketing investment.

A smaller allocation of the campaign’s advertising budget will support Utah Tech Athletics. While increasing game attendance is a goal, we also want to build community pride and strengthen the connection between the University and our surrounding community (making Washington County a key focus area).
