About this opportunity

The Board of Regents of the University System of Georgia (USG) is conducting an electronic Request for Proposals (eRFP) to establish a contract for a Training Courses and Management System. The procurement seeks a qualified supplier to provide pre-made training courses and/or a Software-as-a-Service (SaaS) or Cloud Training Management System for use across multiple departments including Athletics, Cyber, Ethics and Compliance, HR, IT, and Student Affairs. The system will be available for use by all USG institutions, with the intent to award an initial one-year contract that includes options for up to nine additional one-year renewals. Vendors can also propose an alternative contract structure with four one-year renewal options. The USG reserves the right to make multiple awards or partial awards based on best value, and vendors must indicate potential price changes for partial award scenarios. The procurement is being conducted under the State Purchasing Act, with proposals due by December 31, 2024, after being posted on November 14, 2024.

The solicitation does not explicitly specify set-aside designations or restrictions for specific enterprise types. The USG indicates flexibility in the procurement approach, potentially allowing multiple vendors to provide solutions. While no specific budget range is detailed, the comprehensive nature of the training management system suggests a significant potential contract value. The agency will work with implementation partners either through the Training Management System provider or separately if required. The contract structure allows for significant flexibility, with the USG maintaining sole discretion in exercising renewal options. Vendors are expected to provide comprehensive pricing information, including potential cost implications for partial awards. The system is intended to serve a wide range of institutional needs, suggesting a robust and adaptable technological solution that can integrate across different departmental requirements within the University System of Georgia.

Opportunity text

Purpose of Procurement Pursuant to the State Purchasing Act (Official Code of Georgia Annotated 50-5-50 et seq.), this electronic Request for Proposals (eRFP) is being issued to establish a contract with a qualified supplier who will provide USG Training Courses and Management System to the Board of Regents of the University System of Georgia (the State Entity) as further described in this eRFP. The Board of Regents of the University System of Georgia (USG) is seeking a qualified supplier to provide pre-made training courses and/or a SaaS or Cloud Training Management System for use by our Athletics, Cyber, Ethics and Compliance, HR, IT, and Student Affairs departments. This will be a contract available for use by all USG institutions. The USG intends to award an initial one (1) year contract with the option of nine (9) one (1) year options. However, vendors also have the option to provide pricing for an initial one (1) year contract with the option of four (4) one (1) year options to renews as a comparison to show best value for the longer contract. Options shall be exercisable at the sole discretion of the State Entity. The USG may award to multiple suppliers if it is determined to be the best value for the requested solution. The USG also reserves the right to make a partial award if it is determined to be in the best interest of the USG. Vendors should indicate in the cost worksheet if pricing for line items would increase in the event the item is selected for a partial award. Should an implementation partner be required for the proposed solution the USG will work with an Implementer either through the Training Management System provider or directly outside of this solicitation.
