About this opportunity
The Oregon Department of Transportation is soliciting bids through Invitation to Bid BID # S-73000-00018254 for the US 101 at Market Avenue Enhanced Crossing Project in Coos County, Oregon, with a mandatory pre-bid conference on November 3, 2026 at 11:00 a.m. Pacific at the project site and bids due November 10, 2026 through OregonBuys. Bidders must attend the pre-bid conference in its entirety, and failure to do so results in rejection as non-responsive. Bidders must also be licensed with the Oregon Construction Contractors Board before bidding. Bidders are encouraged, not required, to use certified disadvantaged, minority-owned, women-owned, emerging small, or veteran-owned businesses as subcontractors.
The scope covers temporary work zone traffic control, removal and construction of concrete curb ramps, sidewalks, and curbs, asphalt removal and replacement, striping, legends, and pavement bars, sign removal and installation, storm sewer pipe, and a flashing beacon at US 101 milepost 238.17 and Market Avenue. Bidders propose lump sum or unit prices, or both, across 43 line items on the Form A-2 bid pricing form. Work follows the 2024 Oregon Standard Specifications for Construction with ODOT modifications, and the contract is subject to Bureau of Labor and Industries prevailing wage rates for Region 7 (Coos County), effective October 5, 2026.
The project cost estimate is $100,000 to $250,000 for bonding purposes, funded with State funds, and award is contingent on receipt of sufficient project funding. Bid security equals 10% of the total bid amount. Performance and payment bonds, each equal to 100% of the awarded contract amount, are required upon award. Liquidated damages are $600 per calendar day for each day beyond the March 31, 2027 substantial completion date, with final completion due April 10, 2027. ODOT will not withhold retainage, except that 25 percent of amounts earned is retained if the contractor must file certified statements under ORS 279C.845(7). Award goes to the responsible bidder submitting the lowest responsive bid. Project Manager Jessica Spann, at the Coquille ODOT office, (541) 315-5999, or Jessica.Spann@odot.oregon.gov, handles project inquiries.
