About this opportunity

The State of Utah Division of Purchasing, conducting procurement on behalf of the Department of Corrections, is requesting proposals for urinalysis laboratory equipment under RFP KL27-104, with proposals due October 22, 2026 and a mandatory site visit on October 15, 2026.

The site visit is a decision-flipping mandatory requirement. All vendors must attend in person at Utah State Correctional Facility (USCF) in Salt Lake City on October 15 at 10:00 a.m., and all participants must pass a background check to enter the facility. Site visit sign-up sheets must be submitted by September 23, 2026 at 2:00 p.m. to klucus@utah.gov; failure to meet this deadline or to arrive on time results in disqualification. Vendors may designate no more than two representatives. Electronic devices are prohibited at the facility.

The scope requires the contractor to furnish, install, maintain, and warranty automated high-throughput drug testing analyzers at two facilities: USCF and Central Utah Correctional Facility (CUCF). The contractor must provide all equipment, software, training, repairs, supplies, and reagents for 24 drug substances (opioids, amphetamines, benzodiazepines, synthetic cannabinoids, and others). Testing sensitivity must meet or exceed National Institute on Drug Abuse standards. Service response includes initial contact within 24 hours and restoration of inoperative equipment within 48 hours, with replacement equipment installed within five working days. All reagents must be supplied within five days of order receipt. The contractor must maintain FedRAMP/GovRAMP authorization and comply with NIST 800-53 (Revision 5) security standards, cyber insurance coverage ranging from $2 million to $10 million, and all federal, state, and local regulations. Contractor personnel must obtain security clearances and pass criminal background checks; no individuals with felony convictions or two or more misdemeanors may work on UDC property.

The contract carries all-inclusive pricing with guaranteed rates for two years, with any price adjustments requiring 30 days' notice. All costs for shipping, delivery, and F.O.B. destination are included in the bid price. Monthly invoicing is billed by the 10th of each month.

The evaluation is two-stage. Stage 1 eliminates non-responsive proposals failing to meet five mandatory minimum requirements: site visit sign-up completion, mandatory site visit attendance, adherence to all scope specifications, reagent supply within five days, and testing sensitivity meeting or exceeding NIDA standards. Stage 2 applies technical scoring across six criteria totaling 800 points: Training (150), Service/Maintenance (200), Installation (150), Work History (50), Subcontractor Compliance (150), and Software System (100). A minimum threshold score of 560 technical points is required to advance to final cost proposal evaluation. Cost evaluation awards 200 points, with the lowest-cost proposal receiving full cost points and others receiving proportional points. The total evaluation reaches 1,000 points. The procurement anticipates a single contract award to the highest-scoring responsive and responsible vendor. Questions must be submitted through the U3P system during the Q&A period. Vendors must submit cost proposals separately from technical responses and may not include pricing information in technical sections.

Final Stage: Cost Proposal Evaluation Offerors successful in the technical evaluation will advance to the Final State: Cost Proposal Evaluation. The Offeror with the lowest total cost will receive the maximum points of 200. Points assigned to each Offeror's cost proposal will be based on the lowest proposal price. The Offeror with the lowest total cost will receive 200 or 100% of the total cost points. All other Offerors will receive a portion of the total cost points based on what percentage higher their total cost is than the total lowest cost.
