About this opportunity

The State of Illinois Department of Central Management Services (CMS) is soliciting bids through an Invitation for Bid (IFB) process, reference number 26-416CMS-BOPM4-B-51027, to establish a five-year contract for uninterrupted power supply (UPS) inspection, repair, and maintenance services across six facility locations throughout Illinois (Collinsville, Springfield, Paris, Dixon, Des Plaines, and Rockford). The procurement encompasses semi-annual preventative maintenance inspections, annual inspections, emergency repair services, and battery inspection services performed according to manufacturer specifications and IEEE standards, with all replacement parts, software updates, and labor included in contract pricing. Vendor staff must possess a minimum of five years of experience in UPS battery maintenance and utilize certified factory-trained technicians to complete all work outside normal business hours using the vendor's own tools, equipment, and transportation. Required qualifications include maintenance of current insurance coverage (General Commercial Liability of $1,000,000 per occurrence, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation), appropriate licensure, and current certifications throughout the contract term. The contract term runs from April 1, 2026, through March 31, 2031, with all services carrying a one-year warranty for defects in workmanship and materials. Bidders must attend mandatory site walkthroughs at all six locations scheduled for February 26-27, 2026, to assess facility conditions and equipment status; bids must be submitted electronically through the BidBuy platform by March 5, 2026, at 11:00 AM Central Standard Time, with the contract awarded to the lowest-priced responsive and responsible bidder meeting all specified criteria.

The State of Illinois does not provide set-asides for minority-owned, women-owned, or veteran-owned businesses; however, bidders claiming Illinois Business Preference or Domestic Product Preference must complete the required affidavits or designations as applicable. No subcontracting is permitted under this contract, and all work must be performed in the United States, with vendors required to comply with prevailing wage requirements under Illinois law and submit annual reports on veteran hiring and payments to certified subcontractors through the State's Business Enterprise Program. Bidders must submit either an active Illinois Procurement Gateway (IPG) registration or an alternative vendor disclosure form, along with a Taxpayer Identification Number form and offer documentation, with failure to submit required documents resulting in automatic disqualification. The contract involves firm pricing with the total maximum amount to be established by the State prior to execution, with pricing located in the Items Tab of the BidBuy Purchase Order system; a $15 administration fee will be deducted from the first payment for any awarded contract valued at $1,000 or more. The resulting contract may be partially or fully funded with federal funds, with the percentage and dollar amount disclosed upon notice of award, and vendors must maintain detailed records and submit invoices with signed work orders within 30 days of job completion.
