About this file
This is a Bid Amendment Question and Answer document for the Illinois Department of Central Management Services (CMS) regarding solicitation 26-416CMS-BOPM4-B-51027 for UPS Battery Maintenance at multiple locations. CMS intends to establish a 5-year contract for uninterrupted power supply (UPS) inspection, repair, and maintenance services across multiple facilities throughout Illinois. The solicitation requires bidders to attend six mandatory site walk-throughs, one at each location, to assess facility conditions, equipment status, and access points. The bid opens on March 5, 2026 at 11:00 AM Central Standard Time. The first walk-through is scheduled nine days from the solicitation posting date, providing bidders with adequate time to schedule personnel for all required site visits. The mandatory walk-throughs are designed to ensure all potential bidders have equal opportunity to view current conditions and develop accurate, comprehensive pricing for semi-annual and annual preventive maintenance inspections.
The state maintains that the six mandatory site visits are essential to foster competitive bidding practices and ensure all bidders submit responsible bids based on informed assessments. The requirement applies uniformly to all bidders regardless of past participation in previous iterations of this solicitation, which the state views as necessary to maintain a level playing field and accommodate any changes in site conditions since earlier postings. The state rejected the argument that repeated mandatory walk-throughs create uncompetitive behavior and unnecessary cost burdens for bidders, emphasizing instead that the requirement encourages accurate pricing and minimizes disputes during contract performance by allowing bidders to visualize all services required under the potential contract.

Bid Amendment Question and Answer Document
26-416CMS-BOPM4-B-51027
UPS Battery Maintenance Multi Locations Bid Opens on 3/5/26 at 11 AM CST
Question 1: Why are there 6 mandatory walk throughs in total, one at each location? The information given within the documentation is sufficient to provide a semi-annual and annual PM Inspection quote. As this bid has been recreated three times, with the same requirement irrespective of previous attendance, this requirement fosters uncompetitive behavior, especially as there is no guarantee the bid will not be re-released again with the same requirements requiring ever increasing rates to recover resources used in meeting these requirements
Answer 1: The State has taken into consideration all factors for this solicitation to achieve the best outcome. The site visits for all six locations are MANDATORY to ensure that all potential bidders have the opportunity to view the exact current condition of the facilities, equipment, and access points. While specifications are provided within the contract document attached to the solicitation, physical inspection is deemed necessary for bidders to consider all factors when considering their bid. This is to ensure accurate, comprehensive pricing and to minimize disputes during contract performance. These site visits allow the bidder the opportunity to visualize what will be required to address all services required under the potential contract.
Pursuant to the principles of competitive bidding, all bidders must adhere to the same requirements. Requiring attendance for all bidders, regardless of past participation, ensures a level playing field, particularly if site conditions have changed since previous solicitations. The State is committed to fostering a competitive environment. The walkthroughs are designed to encourage informed bidding, rather than to restrict competition or impose undue burden.
The requirement for attendance at all sites remains mandatory to ensure all bidders are equally prepared to submit a “responsible” bid and ample time has been provided for bidders to schedule employees for the walk-throughs for all locations, as the first walk-through is scheduled 9 days from the posting of the solicitation.
