About this file

This is a mandatory walkthrough instructions document for a UPS Battery Maintenance Multi Locations contract (26-416CMS-BOPM4-B-51027) issued by the Illinois Department of Central Management Services (CMS). The contract seeks to establish a 5-year agreement for uninterrupted power supply (UPS) inspection, repair, and maintenance services across multiple Illinois locations. Prospective bidders are required to attend all scheduled site inspections as a condition of bid responsiveness. The mandatory walkthroughs are scheduled across two days: February 26, 2026, from 9:00 AM to 5:00 PM CDT, covering three facilities (Building D0500 in West Paris, Building D5000 in Collinsville, and Building Z0101 in Springfield), and February 27, 2026, from 10:00 AM to 5:00 PM CDT, covering three additional facilities (Building J0301 in Rockford, Building D0200 in Dixon, and Building J0951 in Des Plaines). Each walkthrough is scheduled for one-hour sessions with designated facility managers serving as contacts at each location.

Attendance at all walkthroughs is mandatory with no exceptions for late arrivals or early departures, as the differing setups and equipment accessibility at each location necessitate in-person inspection. Bidders must provide formal identification, may not represent multiple companies, and must adhere to social distancing guidelines of at least 6 feet separation. Per Illinois law (30 ILCS 500/25-60), prevailing wage must be paid to all employees on this contract, with wage rates available through the Illinois Department of Labor website. The document provides specific contact information for facility managers at each location to coordinate site visits.
