About this opportunity

The University of Wisconsin-Oshkosh is seeking a comprehensive Point of Sale (POS) and Inventory System for its bookstore operations through a Request for Proposal (RFP) issued on January 7, 2022. The procurement aims to replace an earlier canceled solicitation and requires a web-based or hosted solution capable of supporting four bookstore locations (two physical and two virtual) with robust functionality for managing textbook sales, digital materials, rentals, general merchandise, and inclusive access products. Critical system requirements include Payment Card Industry Data Security Standard (PCI DSS) compliance, integration with PeopleSoft, VitalSource, and campus payment processors, and support for multi-factor authentication via Duo. The evaluation process will assess proposals across four key criteria: Functionality and Fit for Use (300 points), E-Commerce Functionality (250 points), Technical Compliance and Implementation (250 points), and Cost Proposals (200 points), totaling 1,000 possible points. Proposals must score a minimum of 500 points across the first three categories to be considered, with written questions due by January 14, 2022, and final proposals due by January 24, 2022, at 2:00 p.m. CST. The resulting contract will be effective upon execution and run for three years, with options to renew for two additional one-year periods.

Certified Minority Business Enterprises (MBE) and Disabled Veteran-Owned Businesses (DVB) may receive up to a five percent preference weighting in the evaluation process. Contractors must maintain worker's compensation and commercial liability insurance with minimum coverage of one million dollars. The university qualifies for governmental and educational discounts, which must be reflected in unit pricing. While no specific incumbent vendor is mentioned, the system must integrate with existing infrastructure including PeopleSoft, VitalSource, Verba programs, and campus-specific payment processors. Although the RFP does not specify a precise budget range, vendors are required to submit pricing for both web-based and hosted solutions across a five-year term, with specific pricing for implementation (Year 1), operations (Years 2-3), and potential renewal options (Years 4-5). Payment terms are established as Net 30 days following acceptance of goods and services, and the university does not guarantee specific purchase quantities or dollar amounts in the contract.

This Request for Proposal replaces JJC-21-266 for a new POS and Inventory computer system for the Bookstore at University of Wisconsin-Oshkosh. The former was canceled due to an unintentional omission of PCI requirements. Please make sure you review the PCI Addendum (pg 25 of the RFP) as well as #22-30 of the Technical Specifications Tab in the Spec Sheet.
