About this opportunity

Broward County is seeking an open-end contract for uniform procurement across multiple county departments, including Aviation, Water and Wastewater Services, Port Everglades, and Parks and Recreation. The solicitation covers comprehensive uniform needs for eight different groups, requiring vendors to bid on complete line items within each group, with items including shirts, pants, sweaters, cardigans, and blazers. Deliverables must include full-color embroidered logos specific to each department, with precise placement and departmental/divisional name embroidery. Vendors must be capable of delivering uniforms within fifteen business days after purchase order receipt, with a maximum delivery window of thirty calendar days. The procurement requires electronic submission through BPRO by November 24, 2025, with vendors strongly encouraged to submit all documentation, both required and optional. Evaluation criteria will focus on responsiveness, vendor qualifications, pricing, and compliance with detailed specifications. Vendors must be prepared to provide product samples within ten business days when requested and accept payment via Broward County Purchase Order or VISA Procurement Card.

The contract includes significant set-aside provisions for County Business Enterprise (CBE) firms, with specific participation requirements mandating that CBE-certified vendors must perform at least 85% of services through self-performance or CBE subcontractors. Non-CBE vendors must include a minimum 25% CBE goal, with potential liquidated damages up to 10% of the total contract amount for non-compliance. Local business preferences are built into the solicitation, with vendors qualifying under five different options based on business location and ownership structure within Broward County. The initial contract period will span three years from the award date, with potential for two additional one-year renewal periods. While no specific contract value is explicitly stated, the solicitation indicates an anticipated contract exceeding $100,000. Vendors must meet comprehensive requirements including detailed insurance specifications, background screenings, and security protocols. Additional compliance requirements include domestic partnership benefits certification, anti-human trafficking affidavits, and thorough vendor questionnaires documenting business history, references, and operational capabilities.
