About this opportunity
The Utah Department of Transportation (UDOT) is seeking a qualified firm to develop, implement, and maintain a Vehicle-to-Everything (V2X) Maintenance and Management System to support its Connected Vehicle Ecosystem. This Request for Proposal (RFP) aims to replace the current Cirrus system by Panasonic and encompasses a comprehensive solution for managing transportation data across 385 UDOT signalized intersections, 46 city intersections, 92 rural roadway locations, and 421 fleet vehicles, with expansion plans to approximately 985 roadside units and 593 on-board units by early 2026. The solicitation requires vendors to provide system licensing, installation, integration, training, documentation, system support, and cloud hosting for a system that currently processes 350 million messages daily and stores 42 terabytes of data. Evaluation criteria will assess vendors across five categories: technical requirements (49%), system hosting and support (17%), additional scope and features (3%), system demonstration (13%), and cost (17%), with a total of 860 possible points. The RFP was posted on August 27, 2025, with proposals due on October 15, 2025, and an anticipated contract award on November 17, 2025, for an initial five-year term with options for five additional one-year renewals.
The solicitation does not explicitly outline specific set-aside designations or restrictions on respondent types. The current system operates on UDOT's private fiber optic network and must interface with existing systems like the Advanced Traffic Management System. The budgeted amount for the first year of system operation is approximately $500,000, covering licensing, installation, integration, development, training, and set-up, with anticipated monthly cloud storage and processing costs of up to $100,000. Subsequent annual costs are expected to be less than $250,000 for licensing, operation, and maintenance, with funding sourced from both state and federal resources. Mandatory vendor qualifications include experience developing cloud-based V2X management systems, established contractual relationships with public agencies, and expertise in data displays, dashboards, and data sharing platforms. Vendors must achieve at least 360 points (60%) in technical scoring to be considered for the system demonstration phase, with the expectation of having system features operational within 90 days of the Notice to Proceed.
