About this file
This document is a Vendor Pricing Sheet for the Utah Department of Transportation (UDOT) Vehicle-to-Everything (V2X) Maintenance and Management System solicitation. The Request for Proposal (RFP) seeks to contract with a qualified firm to develop, implement, and maintain a V2X system supporting UDOT's connected vehicle ecosystem. The contract term is 5 years with an option for 5 additional years, with anticipated single contract award. The scope includes system licensing, installation, integration, training, documentation, system support, customer support, system updates, and cloud hosting.
The pricing sheet outlines a comprehensive cost structure with multiple pricing components, including system license (5 years), installation and integration, training, license extensions, system support, additional costs, and cloud hosting costs. The pricing will be scored competitively, with the lowest total cost receiving maximum points, and other offerors receiving proportional points based on a ratio calculation. Vendors must provide detailed pricing for each category, including annual payments, system support, and potential additional features. The document also requires vendors to submit staff billing rates to support future contract negotiations and feature additions, with a transparent approach to long-term cost evaluation and management.

VENDOR PRICING SHEET
UTAH DEPARTMENT OF TRANSPORTATION (UDOT)
VEHICLE-TO-EVERYTHING (V2X) MAINTENANCE AND MANAGEMENT SYSTEM
Instructions Vendor shall submit their Cost Proposal information on this “Vendor Pricing Sheet”. This MUST be submitted separately from the Technical Response “Vendor Response Sheet”. Cost information will be scored after the completion of scoring for all other elements of the proposal.
Vendor shall enter the cost for each element listed in the “Total Cost” column in the table below (Items A through C). Descriptions of selected cost items are provided below the item, if needed. If an item will be provided at no cost, a zero must be entered into the “Total Cost” column.
Scoring for pricing will be assigned as follows:
The offeror with the lowest Total Cost will receive the maximum available Cost points. All other offerors will receive points as determined by the ratio* of their cost to the lowest offered cost. Final cost scores will be calculated based on the following:
*Ratio Calculation: Points assigned to each offeror’s Cost Proposal will be based on the Lowest Proposed Cost. The offeror with the Lowest Proposed Cost will receive 100% of the cost points. All other offerors will receive a portion of the total cost points based on what percentage higher their proposed cost is than the Lowest Proposed Cost. An Offeror whose proposed cost is more than double (200%) the Lowest Proposed Cost will receive no points. The formula to compute the points is: Cost Points x (2- (Proposed Cost/ Lowest Proposed Cost)).
