About this opportunity

The Utah Department of Transportation (UDOT) has issued a Notice of Intent to Award a Contract through a sole source procurement process for AASHTOWare Safety 2026 software modules. The procurement specifically targets software components including Crash Query, Network Screening, Dashboards/Reports, Safety Analysis, and Alternative Design, which are designed to provide comprehensive roadway safety analysis tools. UDOT will utilize these software modules to perform predictive analysis, identify high-risk roadway corridors, create customizable safety reports, and make data-driven decisions about roadway design and safety improvements. The procurement notice was posted on September 24, 2025, with a response deadline of October 2, 2025. Potential suppliers are invited to challenge the sole source determination by submitting detailed information to jefferybarnes@utah.gov prior to the system's closing date, demonstrating alternative sources, comparable product capabilities, or cost comparisons for transitional expenses.

The sole source procurement is specifically with the American Association of State Highway and Transportation Officials (AASHTO), with no explicit set-aside designations or restrictions on responding organizations mentioned in the documentation. The total estimated term cost for the software procurement is $570,000, which will be processed through a purchase order with accounting code 2800 810 7009 XEC 6588 SR7009AK. UDOT has determined that no alternative vendors or competitive options exist for these specific software modules, positioning AASHTO as the sole provider. The procurement is being pursued under conditions that make standard competitive solicitation impractical, including the proprietary nature of the software and UDOT's requirement to be part of the national association's software ecosystem. If no valid challenges are received during the public notice period, UDOT may proceed to award the contract to AASHTO without engaging in a standard competitive bidding process.

Project Description NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
