About this file
This document is a Notice of Intent to Award a Contract without Engaging in a Standard Procurement Process from the Utah Department of Transportation (UDOT) Procurement division. The notice concerns the procurement of AASHTOWare Safety software modules, including Crash Query, Network Screening, Dashboards/Reports, Safety Analysis, and Alternative Design, with an estimated total term cost of $570,000. The procurement is being pursued as a sole source acquisition from the American Association of State Highway and Transportation Officials (AASHTO), with the justification that the software is proprietary and UDOT is required to be a part of this national association's software ecosystem.
The procurement will result in a purchase order, with the accounting coding 2800 810 7009 XEC 6588 SR7009AK. UDOT has determined that there are no alternative vendors or competitive options for these specific software modules, which are designed to provide comprehensive safety analysis tools for roadway segments, intersections, crash data investigation, and project safety analyses. The software enables UDOT to perform predictive analysis, identify high-risk corridors, create customizable safety reports, and make data-driven decisions about roadway design and safety improvements.

The intent of this notice is to determine if there are any other interested and qualified providers that meet the specifications of this notice. Any such providers must submit the following information:
● The name of the provider; and

In addition, a provider should include:
● Documentation that the provider can provide a comparable or better procurement item that meets or exceeds the specifications;
● Documentation that the provider can also provide the same proprietary procurement item or an equivalent procurement item;
and
● If transitional costs are identified as the justification for this notice, submit a cost comparison of the identified transitional costs with the provider’s anticipated transitional costs.
Regardless of any prior communications with UDOT Procurement or the State, all providers interested in responding to this notice must submit a response to this posting containing complete responses to all of the information requested above.
DO NOT CONTACT THE REQUESTING UNIT. Any questions regarding this notice, including obtaining additional information, must be obtained through UDOT Procurement during the publication period. No action is required if you agree with this Notice.
If, after the public notice period has passed, UDOT Procurement determines that there are other interested and qualified providers that meet the specifications of this notice; UDOT Procurement will not award a contract pursuant to this notice.
If, after the public notice period has passed, no valid challenges have been received, then the UDOT Division of Procurement may award a contract to the identified vendor without competition.

AASHTOWare Safety - Network Screening
3 revision date: 01-07-2020
This predictive analysis tool performs network-wide safety screenings of roadway segments and intersections to identify and prioritize locations with potential safety concerns. It utilizes safety performance functions and empirical Bayes methods to more accurately pinpoint high-risk corridors and intersections for targeted safety improvements.
AASHTOWare Safety - Dashboards/Reports This powerful visualization tool enables users to analyze and create customizable reports of safety data over time and identify emerging crash trends through customized dashboards and graphics. It is essential for monitoring the long-term effectiveness of safety programs and communicating performance metrics to stakeholders.
AASHTOWare Safety - Safety Analysis This module of the software is the foundational tool for Project Safety Analyses for all projects across the Department. It allows users to identify specific locations to identify crash numbers, types, and countermeasures to improve safety for all projects.
AASHTOWare Safety - Alternative Design This package quantifies the safety performance of various roadway design alternatives during the project development phase. By comparing the expected crash outcomes of different designs, it allows engineers to make data-driven decisions and justify projects based on their safety benefits.
